Job Description

  1. POSITION SUMMARY

The M&E Officer plays a fundamental role, responsible for designing and implementing a comprehensive monitoring and evaluation framework to track project performance and impact across diverse humanitarian and development initiatives in Afghanistan. This entails leading all aspects of data collection, quality assurance, and analysis to produce evidence-based reports for management and donors. A key function of the position is to build the capacity of staff and partners in M&E processes and tools, while ensuring accountability to affected populations by systematically integrating community feedback and ethical principles into all program activities to foster learning and continuous improvement.

  1. AREAS OF RESPONSIBILITY
  • Design and implement the project M&E framework, including logframes, plans, and data collection tools.
  • Conduct data collection, quality assurance, and validation through field monitoring and routine audits.
  • Analyze quantitative and qualitative data and prepare high-quality reports to track progress and utilize findings.
  • Build the capacity of and provide technical support to program staff and partners on M&E systems and processes.
  • Promote accountability and learning by managing community feedback mechanisms and documenting lessons learned.
  1. MAIN TASKS
  • Develop and standardize data collection tools (e.g., surveys, KII guides) and design a Management Information System (MIS) to streamline data flow.
  • Conduct regular field monitoring visits (at least 50% of the time) to validate project activities and collect qualitative evidence.
  • Analyze project data to track progress against indicators and prepare timely reports for internal management and donors.
  • Train program staff and partners on correct data collection methodologies, tools, and the use of the MIS.
  • Systematically collect, analyze, and channel community feedback through established mechanisms (e.g., CRM) to program teams.

 

  1. OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSITION
  • Comply with NCA security requirements and programme routines, regulations and Standard Operating Procedures.
  • Facilitate coordination and collaboration across departments within the Country Office.
  • Provide correct and timely documentation for archiving in NCA systems.
  • Contribute to project learning, documentation of best practices, and dissemination of success stories to enhance program visibility and knowledge management.
  • Undertake any other related tasks assigned by the supervisor to ensure smooth and effective implementation of project activities.

Job Requirements

  • Bachelor’s degree in Statistics, Economics, Computer Sciences, or a related field.
  • 5 years of proven experience in developing M&E systems and logframes for humanitarian, and development projects.
  • Certifications in project M&E, logframe analysis, or results-based management (RBM).
  • Hands-on experience in field data collection, data quality assurance, and working with digital data collection tools (ODK, KOBO).
  • Experience in setting up or managing Accountability to Affected Populations (AAP), CFM, and CRM systems.
  • Knowledge of ethical data collection and protection guidelines.
  • Familiarity with Core Humanitarian Standard and Sphere standards.
  • Demonstrated experience in data analysis, visualization, and report writing.
  • Strong analytical and conceptual skills.
  • Proficiency in quantitative and qualitative research methodologies.
  • Technical proficiency in MIS platforms and data analysis software (e.g., KOBO Toolbox, Power BI, SPSS, Excel).
  • Advanced skills in data management and validation techniques.
  • Expertise in using and troubleshooting digital data collection applications.
  • Exceptional written communication and report-writing skills.
  • Communication skills of Pashto, Daria and English.
