About Youth Assembly for Afghanistan Rehabilitation (YAAR)

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a non-governmental, non-political, and not-for-profit organization established in 1994 to support the rehabilitation and development of Afghanistan. YAAR works across multiple sectors including protection, WASH, health, education, women’s empowerment, and emergency response.

Job Description

  • Manage procurement processes in line with organizational and donor policies.
  • Prepare purchase requests, RFQs, and comparative bid analysis (CBA).
  • Ensure transparent and competitive procurement procedures.
  • Maintain procurement documentation and filing systems.
  • Oversee warehouse/store operations.
  • Maintain stock records and inventory control systems.
  • Conduct regular physical inventory counts.
  • Prevent stock-outs, overstocking, and losses.
  • Coordinate vehicle movements and transport plans.
  • Ensure proper maintenance and servicing of vehicles.
  • Monitor fuel consumption and vehicle logbooks.
  • Ensure drivers comply with safety regulations.
  • Maintain updated asset register.
  • Tag and track organizational assets.
  • Conduct periodic asset verification.
  • Manage asset disposal according to policy.
  • Prepare monthly logistics and procurement reports.
  • Ensure compliance with donor and audit requirements.
  • Support internal and external audits.
  • Coordinate with program, finance, and field teams.
  • Liaise with suppliers and service providers.
  • Participate in coordination meetings when required.
  • Perform any other duties assigned by the Program Director, Health Director, or Senior Management.

Job Requirements

  •  Bachelor’s degree in Business Administration, Logistics, Supply Chain Management, Public Administration, or other related fields from a recognized institution.
  •  At least 3 years of relevant work experience in logistics, procurement, supply chain, warehouse, or fleet management, preferably within BPHS/EPHS or NGO/INGO projects.
  •  Good knowledge of BPHS/EPHS operational procedures, procurement systems, and donor compliance requirements.
  •   Familiarity with Afghanistan procurement rules, inventory management, asset management, and logistics reporting procedures.
  •   Experience in coordination with health facilities, provincial offices, suppliers, and field teams.
  •   Strong communication, interpersonal, and coordination skills.
  •   Ability to work under pressure, manage multiple tasks, and meet deadlines effectively.
  •  Good computer skills, especially in MS Office packages (Word, Excel, PowerPoint, and email communication).
  •  Ability to maintain confidentiality, transparency, and accountability in logistics and procurement processes.
  •  Fluency in Pashto and Dari languages; working knowledge of English is required.
  •   Previous experience working with NGOs/INGOs implementing BPHS/EPHS projects will be considered an advantage
