Job Descriptions:

The purpose of this position is to ensure that the IFRC and ARCS response of the primary health care services is effectively implemented and managed, and is based on people-centred quality care, through providing technical guidance and support to the ARCS as per MoPH standards.

He/she will work closely with ARCS Health ensuring Primary Health Care  programmes are implemented effectively and efficiently in timely manner as well as coordination with MoPH and other relevant stakeholders at national and local levels

Job Requirements:

Programme planning, Monitoring, Evaluation and Reporting

  • Ensure IFRC health supported programs and projects use appropriate PMER tools in compliance to IFRC planning and budgeting process.
  • Check project on consistency (and compliance), especially with (evidence-based) approaches, policies, procedures, standards, methodologies, instruments, theories, and practices.
  • Ensure the on-going learning and development of ARCS health counterparts in programme planning, implementation, monitoring, evaluation, and reporting.
  • Provide inputs in developing health operational plan and budget including revisions for IFRC, and ARCS health supported programmes with prior consultations with ARCS primary health and immunization programme focal persons.
  • Review and update the implementation of action plan developed from the project proposal in coordination with the ARCS.
  • Tracking and monitor program performance indicators, ensuring the realization of benefits and delivering of results; and provide support to ARCS to meet program performance measures.
  • Conduct frequent field monitoring visits to project targeted areas to track and evaluate the project activities against project set indicators.
  • Contribute and engage in primary health and immunization program review and evaluation activities for IFRC and ARCS health supported program/projects.
  • Produce monthly, quarterly and annual health program reports as well as provide inputs for pledge-based reporting
  • Support developing comprehensive reports to donors on agreed health projects with data collection, analysing and drafting narrations.
  • Lead and facilitate the preparation of case studies, stories for health and immunization reporting and communication materials.

NS Technical and Operational Capacity Support

  • Provide technical support for strengthening primary health service delivery.
  • Assist primary health and immunization manager to ensure that program objectives and targets are timely achieved and meets quality program standards through effective coordination with relevant external and internal technical groups.
  • Provide coaching and mentoring on operation to ARCS Health team and individuals and ensure their ongoing learning and development.
  • Ensure strengthening technical skills of ARCS HQ and regional health in training and implementing IFRC health supported program in health using IFRC standard tools and guidelines.
  • Provide inputs to ARCS health counterparts in the process of developing health program guidelines and tools for local implementation including the execution of program proposal.
  • Support ARCS in incorporating measures for prevention, mitigation, public health preparedness, humanitarian health action and recovery in its programmes.
  • Build ARCS capacity and provide oversight in the planning, implementation, and management of the health components of NS emergency response and recovery programmes, ensuring that these are according to agreed standards.
  • Provide guidance and inputs to ARCS Health counterparts in the process of developing health programme guidelines and tools and when needed the programme proposal/DREF/Emergency appeal for health.
  • Facilitate joint IFRC-ARCS monthly/quarterly health and immunization meetings for programme coordination, updates and address operational challenges.
  • Manage, review, and follow up health program working advances and reimbursement tracking tables and provide feedback to ARCS accordingly.
  • Check financial reports of ARCS against transferred working advances and committed reimbursements
  • Ensuring procurement of goods and services for the project complied with ARCS, IFRC and donor rules and regulations.
  • Ensure that Community Engagement and Accountability (CEA) and Protection, Gender and Inclusion are mainstream into the whole immunization program cycle.

 

Coordination and Communication

  • Closely work with different national working groups like HAG (Humanitarian Access Group) and Protection health cluster and create linkage between ARCS and above said working groups, together with ARCS apply the concepts of HAG and Protection cluster/WGs in ARCS health program.
  • Collaborate with the health cluster and implementing partners to coordinate and implement emergency health care response activities as part of the health cluster's strategic response.
  • Facilitate effective liaison and coordination with health programme technical counterparts from movement, government, UN agencies, and NGOs related IFRC health supported programmes at national and regional levels.
  • Proactively participate in the development of project proposals to mobilize resources.
  • Assist primary health and immunization manager with the effective program coordination with ARCS, MoPH, UN and key stakeholders at the national level.
  • Coordinate with other ARCS and IFRC relevant departments (admin, finance, logistics, PMER) to ensure adequate resources are provided in a timely and efficient manner to ARCS for the smooth implementation of the program. Take the responsibility and implement any other official assignments/tasks/duties given by her supervisors.
  • Ensure health plans implemented effectively and efficiently in coordination with MoPH and other relevant stakeholders at national and local levels.
