Job Description

Job Summary: The Pharmacy Manager is responsible for overseeing and managing all pharmacy-related operations, ensuring the effective procurement, storage, distribution, and use of medicines and medical supplies in accordance with organizational, national, and donor regulations. The incumbent ensures that all pharmaceutical practices meet quality standards,

promote rational drug use, and safeguard patient safety. The Pharmacy Manager supervises pharmacy staff, coordinates with procurement and logistics teams, and ensures accurate reporting, stock control, and compliance with health and safety protocols.

Duties & Responsibilities:

· Plan, organize, and manage the overall operations of the pharmacy department.

· Ensure the availability of essential medicines and medical supplies in line with organizational and Ministry of Public Health (MoPH) guidelines.

· Oversee proper storage, handling, and dispensing of drugs in accordance with Good Storage Practices and Good Distribution Practices (GSP/GDP).

· Monitor stock levels, prevent stockouts and expiries, and ensure first-expiry-first-out (FEFO) principles are followed.

· Supervise and train pharmacy staff on inventory management, dispensing practices, and rational drug use.

· Collaborate with procurement and logistics departments for the timely and cost-effective acquisition of medicines and medical supplies.

· Review purchase requests and specifications to ensure alignment with approved formularies and treatment guidelines.

· Verify incoming shipments against purchase orders and ensure quality control for received medicines.

· Maintain strong coordination with suppliers, donors, and health facilities to ensure uninterrupted supply chains.

· Ensure compliance with national pharmaceutical laws, MoPH regulations, and donor requirements.

· Maintain accurate records of all pharmacy transactions including inventory, distribution logs, and prescription data.

· Prepare and submit monthly, quarterly, and annual pharmaceutical reports to management and donors.

· Participate in audits, inspections, and external reviews to ensure accountability and transparency.

· Implement quality assurance measures to ensure the safety, efficacy, and proper use of medicines.

· Monitor and report adverse drug reactions and ensure proper pharmacovigilance procedures are followed.

· To contribute to effective communication and collaboration between the Project Team and Central Office (CO), and Pharmacy/ MoPH to achieve the projects goals;

· Ensure all pharmaceutical activities adhere to infection prevention and control (IPC) standards.

· To support the timely Quantification and Procurement of BPHS/EPHS medicine, medical supply and medical & non-medical equipment according to the proposed work plans and budget

· Conduct regular supervision visits to project sites to assess and improve pharmacy performance.

· Regular communication with field staff, to discuss pharmacy related challenges and find solution;

· Managing and follow up of medication and medical supply inventories with provincial pharmacy department.

· Organizes and actively participates in pharmacy meetings to review departmental issues, expense control, labor control, and any other pertinent issues as appropriate or necessary.

Job Requirements

· Bachelor’s degree in Pharmacy or Doctor of Pharmacy or Master’s degree in Pharmaceutical Management or Public Health is an advantage.

· Minimum 6 years of professional experience, including at least 2 years in a managerial or supervisory role within BHPS or EPHS, & public health organization.

· In-depth knowledge of drug management systems, MoPH regulations, WHO, BPHS & EPHS guidelines.

· Experience with medical supply chain, inventory management software, and procurement systems.

· Excellent analytical, organizational, and leadership skills.

· Strong written and verbal communication skills in English and local languages (Pashto/Dari).
