About ACDO

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

Job Description

Major Duties and Responsibilities

The Project Manager will lead the planning, implementation, monitoring, and reporting of the program. They will ensure effective coordination among stakeholders, manage resources efficiently, and deliver results aligned with the program’s objectives of livelihoods recovery, economic empowerment, and reintegration.

Major Duties and Responsibilities

The Project Manager will be responsible for:

Strategic Leadership and Planning

  • Provide overall vision, leadership, and direction for the program, ensuring coherence with national priorities and donor requirements.
  • Lead the development of annual work plans, implementation strategies, and risk management frameworks.
  • Ensure program activities are gender-sensitive, inclusive, and responsive to the needs of vulnerable groups, particularly women.

Project Management & Implementation

  • Supervise and coordinate all program components, including TVET delivery, MSME engagement, and entrepreneurship support.
  • Ensure that interventions are market-driven, community-based, and tailored to local socio-economic contexts.
  • Oversee recruitment, training, and performance management of project staff and consultants.
  • Guarantee adherence to quality standards and compliance with UNDP and donor regulation
  • Lead the design, planning, and execution of program activities.
  • Ensure timely delivery of outputs and achievement of results.
  • Oversee day-to-day operations, including staff supervision and partner coordination.

Stakeholder Engagement & Coordination

  • Establish and maintain strong partnerships with government institutions, UN agencies, NGOs, civil society, and private sector actors.
  • Facilitate community participation to ensure ownership and sustainability of program outcomes.
  • Represent the program in national and international forums, promoting visibility and advocacy for livelihoods and economic empowerment.

Financial & Administrative Oversight

  • Lead budget planning, financial monitoring, and expenditure control to ensure efficient use of resources.
  • Oversee procurement processes and contract management in line with UNDP policies.
  • Ensure timely preparation of financial and narrative reports for donors and stakeholders.
  • Manage budgets, financial planning, and expenditure tracking.
  • Ensure compliance with donor and UNDP financial regulations.
  • Prepare financial and narrative reports for donors and stakeholders.

Monitoring, Evaluation & Reporting

  • Develop and implement robust MEL frameworks to track progress against indicators.
  • Ensure systematic data collection, analysis, and reporting to inform adaptive management.
  • Document lessons learned and best practices to strengthen future programming and knowledge sharing.
  • Produce high-quality reports highlighting achievements, challenges, and lessons learned.

Risk Management & Adaptation

  • Identify risks related to fragile and conflict-affected contexts.
  • Develop mitigation strategies to ensure program resilience.
  • Adapt program activities to evolving socio-economic conditions.

Reporting & Supervision

  • The Project Manager will report directly to the Program Implementation Coordinator and will supervise project staff and implementing partners as required.
  • Ensure transparency, accountability, and compliance with donor requirements and UNDP standards.
  • Promote a culture of integrity, inclusiveness, and results-based management within the project team.

Job Requirements

Education

  • Advanced university degree (master’s degree or equivalent) in Project Management, Development Studies, Economics, Public Administration, Social Sciences, International Development, Public Health,        or           a             related  field OR
  • A first-level university degree (Bachelor’s) in the above fields with at least two additional years of relevant experience.

Professional Experience

  • Minimum 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible experience in project/program management, preferably in livelihoods, recovery, health, TVET, or community-based development projects.
  • Demonstrated experience managing multi-component projects involving multiple partners (e.g., government, UN agencies, NGOs, private sector).
  • Proven experience in budget management, financial oversight, and donor reporting.
  • Experience working with UNDP, UN agencies, or international organizations is a strong asset.
  • Prior experience in fragile, conflict-affected, or humanitarian– development nexus contexts is highly desirable.
