Job Description

Job Summary

The Coordination Officer plays a central role in ensuring effective communication, compliance, and coordination between Teach For Afghanistan and key government entities, including the Ministry of Economy, Ministry of Education, and Ministry of Finance. The position is responsible for managing official correspondence, facilitating approvals, overseeing MoU processes, ensuring timely submission of reports, and maintaining accurate records in government systems.

This role requires strong follow-up, relationship management, and knowledge of government procedures to ensure uninterrupted implementation of organizational programs.

 

Key Responsibilities

1. Official Correspondence & Documentation Management

  • Draft, review, and finalize all official letters (Maktoobs) addressed to and received from government entities, ensuring accuracy, clarity, and compliance with formal protocols.
  • Maintain a proper filing and tracking system (both hard and soft copies) for all incoming and outgoing correspondence.
  • Ensure timely responses to official communications from ministries and other stakeholders.

2. Government Liaison & Relationship Management

  • Act as the focal point for coordination between TAO and the Ministry of Economy, Ministry of Education, and Ministry of Finance.
  • Establish and maintain strong working relationships with relevant departments and focal points within ministries.
  • Conduct regular follow-ups (in person, phone, and written) to track progress on submissions, approvals, and pending actions.
  • Represent TAO in meetings, consultations, and official discussions with government stakeholders when required.
  • Ensure all organizational activities align with government and TAO regulations, policies, and expectations.

3. Ministry of Economy Coordination

  • Register and update all project-related information in the Ministry of Economy’s online portal in a timely and accurate manner.
  • Obtain project introductory letters and ensure compliance with MoEC requirements.
  • Prepare and submit bi-annual (and any other required) project reports through the online system and physical submission channels.
  • Follow up proactively to secure approvals and resolve any issues or feedback related to submitted reports.
  • Maintain an updated database of all submissions, approvals, and correspondence with the Ministry of Economy.
  • Ensure compliance with NGO regulations, reporting timelines, and documentation requirements set by the Ministry of Economy.

4. MoU Development, Submission, and Follow-Up (Ministry of Education)

  • Lead the preparation and consolidation of Memorandums of Understanding (MoUs) in coordination with program, finance, and leadership teams.
  • Ensure MoUs are aligned with government policies, organizational strategy, and legal requirements.
  • Submit MoUs to the Ministry of Education and track the review and approval process.
  • Follow up with relevant MoE departments to ensure timely endorsement and final signing of MoUs.
  • Maintain records of all signed MoUs and ensure compliance with agreed terms and conditions.

5. Provincial Coordination & Education Authorities

  • Coordinate closely with Provincial Leads to obtain official acceptance letters from Provincial Directorates of Education.
  • Ensure all required documentation from provinces is complete, accurate, and submitted on time.
  • Liaise with central Ministry of Education departments to secure approvals of quarterly and other periodic reports.
  • Support provincial teams in understanding government requirements and documentation processes.
  • Facilitate communication between central and provincial education authorities when required.

6. Ministry of Finance & Tax Compliance

  • Prepare and submit all required tax-related documents to the Ministry of Finance for clearance.
  • Ensure compliance with tax regulations applicable to NGOs in Afghanistan.
  • Follow up regularly with MoF departments to obtain timely approvals and clearances.
  • Maintain proper records of all financial submissions and approvals related to tax and compliance matters.

7. Additional Duties

  • Perform any other tasks assigned by the supervisor related to coordination, compliance, and government relations.
  • Support special projects, high-level meetings, and strategic initiatives requiring government engagement.
  • Travel to provinces when required to support coordination and relationship management.

Education

Experience

  • Minimum 2–3 years of relevant experience in coordination, government liaison, or administrative roles within NGOs or public sector.

Skills & Competencies

  • Strong knowledge of government systems, procedures, and NGO regulatory frameworks in Afghanistan
  • Excellent official writing and documentation skills
  • Fluency in Dari, Pashto (English is not required)
  • Strong interpersonal and relationship management skills
  • High attention to detail and organizational skills
  • Ability to manage multiple priorities and meet strict deadlines
  • Problem-solving and proactive follow-up approach
  • Proficiency in MS Office and online government portals
