Job Description

Job Purpose:

Under the supervision and technical guidance of the Inclusion Specialist, the Inclusion Technical Officer (TO) supports the implementation of HI’s mandate in Afghanistan by advancing disability inclusion across Inclusive Humanitarian Action (IHA), Inclusive Governance, and Accessibility initiatives sectors of HI.

The Inclusion TO contributes to the quality and integration of disability inclusion across sectors by supporting programme teams and partners to mainstream inclusive approaches in line with HI standards and global frameworks. This includes strengthening capacities on disability inclusion, promoting meaningful participation of persons with disabilities, and supporting accessibility improvements and barrier reduction in service delivery.

Working as part of the Inclusion Unit, the Inclusion TO coordinates closely with programme and technical teams to ensure consistency and technical quality across projects. The role contributes to the design, implementation, and monitoring of inclusion, governance, and accessibility interventions.

Regular field engagement is required to support implementation, provide technical guidance, and ensure improved access to services and participation of persons with disabilities across interventions.

 

POSITION CONTEXT

 

HI is strengthening the integration of disability inclusion across humanitarian and development programming in Afghanistan. As part of this effort, the Inclusion Unit supports programme teams in ensuring that persons with disabilities can access services, participate meaningfully in humanitarian response, and benefit from inclusive programming across sectors.

The Inclusion Technical Officer will support the implementation of HI’s mandate in advancing disability inclusion across Inclusive Humanitarian Action (IHA), Inclusive Governance, and Accessibility initiatives sectors of HI by providing technical guidance and support to project teams, strengthening partnerships with Organizations of Persons with Disabilities (OPDs) and other relevant stakeholders, and contributing to the development of inclusive and accessible services.

The Duties and responsibilities may include but not limited to: 

1. Stakeholder Engagement, Mapping and Partnerships

Work in coordination with the Inclusion Specialist to support stakeholder engagement, mapping, and partnership development across programmes.

a) Contribute to stakeholder mapping and engagement

    • Contribute to the mapping and analysis of relevant stakeholders including OPDs, CSOs, women-led organizations, service providers, and other humanitarian actors across target locations;
    • Ensure representation of diverse groups and actors, including organizations representing women and girls with disabilities, youth, and persons with different types of impairments;
    • Support the updating and use of mapping data to inform inclusive programming across sectors, under the guidance of the Inclusion Specialist.

b) Support Capacity and Needs Assessments

  • Contribute to the design and implementation of capacity and needs assessments with stakeholders (including OPDs, partners, and service providers) to identify gaps in disability inclusion and inclusive service delivery;
  • Ensure participatory approaches are applied, capturing perspectives of diverse persons with disabilities;
  • Support the use of assessment findings to inform programme adaptation and technical recommendations.

c) Contribute to action planning and inclusive programming

  • Support the co-development of tailored action plans with relevant stakeholders to strengthen disability inclusion across programme activities;
  • Ensure integration of accessibility, participation, and inclusion considerations into planning processes;
  • Contribute to defining realistic objectives, indicators, and expected outcomes aligned with project and mission priorities.

d) Support partnerships and collaboration processes

With support from relevant HI’s departments,

  • Contribute to the development and follow-up of partnerships with OPDs and other stakeholders in coordination with programme and support teams;
  • Support monitoring of partnership implementation, ensuring alignment with HI partnership principles and programme objectives;
  • Promote meaningful participation of persons with disabilities across project cycles.

 

2. Capacity Strengthening of Stakeholders and Programme Teams

Contribute to and support the Inclusion Specialist in strengthening the capacities of stakeholders and programme teams on disability inclusion and inclusive approaches.

a) Capacities strengthening of stakeholders

    • Contribute to the design and implementation of capacity strengthening plans for OPDs, partners, and community actors based on identified needs;
    • Support delivery of trainings, coaching, and mentoring on disability inclusion, accessibility, and inclusive programming approaches;
    • Promote inclusive governance and participation of persons with disabilities in decision-making processes.

b) Technical support to programme implementation

    • Support programme teams and partners in integrating disability inclusion across project activities under the guidance of the Inclusion Specialist;
    • Contribute to the application of tools and approaches such as accessibility assessments, barrier analysis, and referral mechanisms;
    • Support identification and implementation of actions to reduce barriers in service delivery across sectors.

c) Coordination, networking and advocacy support

    • Support engagement with stakeholders including OPDs, humanitarian actors, and relevant coordination platforms to promote disability inclusion;
    • Contribute to strengthening collaboration and knowledge sharing among stakeholders;
    • Support dissemination of inclusive approaches, tools, and key messages across programmes.

 

3. Monitoring, Learning and Documentation

Project reporting, Monitoring and Evaluation (M&E) Support – Identify and Document Good Practices

    • Contribute to documentation, reporting, and learning processes in coordination with the Inclusion Specialist.
    • Develop set of standard criteria to identify and select examples of good practices (relevant to the topic and context);
    • Actively engage with selected Organizations/OPDs to collect, analyse and document good practices from selected organizations and other relevant stakeholders,
    • Identify and support advocacy strategies based on evidence;
    • Contribute to document lessons learned, quality evaluation, and outcomes compliance with HI inclusion strategy, etc.
    • Conduct regular field visits to provide guidance and recommendations and build effective working relationships.

 

4. Internal Technical Support on Disability Inclusion

Contribute to provide HI’s internal technical support and guidance on Disability-Inclusion

Internally:

    • Work under the technical guidance of the Inclusion Specialist to ensure coherence, quality assurance, and alignment of disability inclusion approaches across IHA, Inclusive Governance, and Accessibility interventions.
    • Contribute to strengthen impact of projects in regard to disability-inclusion and inclusive programming (especially on engaging with OPDs);
    • Support programme teams in conducting accessibility assessments of humanitarian facilities and services and provide practical recommendations for low-cost accessibility improvements in line with global accessibility standards and inclusion principles.
    • Contribute to building the capacities of programme teams on how to meaningfully engage with OPDs within programming and provide clear guidance and recommendations;
    • Support awareness-raising among field teams on disability inclusion as a cross-cutting component (alongside gender, age, and protection considerations);
    • Promote the operationalization of the IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action within programme activities.

Other Duties:

Perform any other relevant tasks as assigned by the Line Manager in line with the needs of the mission and programme priorities.

Key Internal and External Relationships

The Inclusion Technical Officer works in close collaboration with internal teams and external stakeholders to ensure effective implementation of disability inclusion across programmes.

Internal coordination

    • Inclusion Specialist (technical supervision and guidance)
    • Programme Managers and Field Coordinators
    • Rehabilitation, Protection, MHPSS and other technical units
    • MEAL and IM teams
    • Operations teams (Logistics, Finance, and HR)
    • Other programme staff involved in inclusive programming and service delivery
    • HI HQ Teams, as required.

External coordination

    • Organizations of Persons with Disabilities (OPDs) and disability networks
    • Community-based organizations and civil society actors
    • Relevant government authorities and service providers
    • Humanitarian partners, clusters, working groups, and coordination mechanisms
    • Other organizations working on disability inclusion, protection, and social inclusion
    • The Inclusion Technical Officer contributes to strengthening collaboration with these stakeholders in order to promote inclusive humanitarian action, inclusive governance and accessibility interventions to ensure meaningful participation of persons with disabilities in programming and decision-making processes.

Job Requirements

Qualification(s):

Essential

  • Minimum bachelor's degree in social sciences, development studies, public health, humanitarian studies, or related fields.
  • Strong understanding of international disability rights frameworks and policies, including the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the IASC Guidelines on the Inclusion of Persons with Disabilities in Humanitarian Action.
  • Demonstrated understanding of inclusive humanitarian action and disability mainstreaming approaches across humanitarian or development programmes.

Preferable

  • Clear understanding of relevant IASC publications and sector-specific minimum standards, such as the Protection, Gender and Inclusion Minimum Standards (IFRC) and the Protection Mainstreaming Toolkit (Global Protection Cluster).
  • Understanding of international and national humanitarian coordination architecture (e.g., completion of the Building a Better Response (BBR) training or similar humanitarian coordination training).

Experience

  • Demonstrated experience in the disability inclusion sector, including engagement with Organizations of Persons with Disabilities (OPDs) and maintaining networks with relevant stakeholders.
  • Minimum of 3 years of professional experience in disability inclusion, protection, gender equality, social inclusion, or human rights programming, preferably in humanitarian or development contexts.
  • Proven experience working with international and/or national NGOs, including collaboration and partnership with OPDs and civil society actors.
  • Strong understanding of barriers faced by persons with disabilities and practical approaches to promote inclusive and accessible programming across sectors.
  • Experience in designing and/or delivering training, facilitation, and capacity-building initiatives related to disability inclusion or social inclusion.
  • Experience contributing to coordination, advocacy, and partnership-building efforts to strengthen disability inclusion within programmes and systems.
