MF-TECC provides engineering and construction services in Afghanistan, including sewage treatment solutions and related infrastructure. The Design Engineer will support the design of building-related works and ensure full compliance with the rules and regulations of the Kabul Municipality, as well as MF-TECC’s internal procedures and other standard responsibilities required by the company. MF-TECC was registered with the Government of Afghanistan in 2014.
Job Description
To prepare, review, and deliver building design documentation and related technical outputs that meet Kabul Municipality regulatory requirements, applicable engineering standards, and project specifications; and to support the Engineering Team throughout the full project cycle (concept → design → approval → construction support).
Job Requirements
Key Responsibilities
A. Design & Technical Documentation (Primary)
- Develop building design deliverables including (as applicable):
- architectural layouts and drawings
- structural design calculations and drawings (if within scope/qualification)
- MEP coordination support (as required by project scope)
- bill of quantities (BOQ) support or coordination with Quantity Surveying
- Prepare and maintain design files including drawings, calculation sheets, specifications, and design assumptions.
- Ensure designs are technically sound, feasible, and cost-considerate while meeting required standards.
B. Regulatory Compliance (Kabul Municipality)
- Ensure all design submissions are prepared in accordance with Kabul Municipality rules, regulations, permitting, and submission requirements.
- Coordinate with municipal offices for design review/approval, addressing comments and corrections in a timely manner.
- Ensure the design package complies with required documentation formats (e.g., cover letters, submission checklists, stamped drawings if applicable).
C. Coordination & Quality Assurance
- Coordinate with internal teams (construction team, survey team, procurement officer, IT manager/office support if needed) to ensure design intent is understood and implemented.
- Conduct design review and quality checks to ensure completeness, consistency, and accuracy of drawings and documentation.
- Support value improvement by suggesting practical design adjustments without compromising safety or regulatory compliance.
D. Construction Support (Design During Implementation)
- Provide technical support during construction, including:
- responding to site queries (RFI/technical clarifications)
- reviewing shop drawings/changes (as assigned)
- assessing design deviations and proposing corrective actions
- Support progress monitoring by verifying that installed works align with approved design drawings and specifications.
- Document design revisions and maintain a controlled revision record.
E. “Other Common Responsibilities”
- Participate in engineering meetings, site visits, and coordination sessions as requested.
- Support preparation of project reports, design schedules, and status updates to management.
- Maintain confidentiality and ensure proper handling of company/client documents.
- Respect workplace safety rules and quality standards during site visits or inspections.
- Perform any other reasonable tasks assigned by Engineering Management related to design and engineering support.
Required Qualifications and Experience
- B.Sc. / M.Sc. in Civil Engineering / Architecture / Building Engineering (or related field).
- 2 years experience in building design in Afghanistan (preferably Kabul) and/or experience preparing design packages for municipal approvals.
- Strong knowledge of basic building codes, structural/architectural design principles, and drawing standards.
- Demonstrated ability to prepare professional drawings, calculations, and documentation packages.
- Familiarity with Kabul Municipality submission and approval process (highly preferred).
