Hewad Vocational and Social Organization (HVSO) is a not-for-profit, non-political, and non-governmental humanitarian organization. Job Description

The Logistics and Supply Officer will be responsible to manage the procurement and logistical needs of the project in Farah during the project implementation, monitoring and handover stages keeping a close follow up with field team and main office procurement and operation team about the project’s budget, expenditure, reporting, payments and documentation, and the risks involved and how those risks will be addressed. The incumbent will be mainly responsible for handling project’s logistics, supplies through a proper, professional and transparent procurement and logistical process defined by HVSO’s Procurement and Administrative Manuals under the director supervision of the project manager and in close coordination with Main office, and UNICEF teams in zone.  If required the Logistics and Supply Officer will also be responsible to coordinate with the UNICEF zonal team, and local authorities about the project procurement plans, kits’ distribution, and reports that are required. He/ She has to develop reports, present findings and progress, and draw conclusions about the project progress and its implementation in the field.

Job Requirements

  1. Activate the provincial procurement unit, identify the procurement needs, prepare purchase requests, and coordinate with vendors and HVSO main office to acquire supplies, equipment, and materials required for project activities based on the project budget file and plan.
  2. Maintain accurate and updated inventory records, track stock levels, and ensure timely replenishment of supplies to avoid shortages or overstocking of items required for the smooth implementation of the project.
  3. Plan and coordinate the transportation, shipping, and delivery of project supplies and equipment to project sites including trainings, day to day supplies and kits distribution and supply ensuring timely and cost-effective logistics.
  4. Establish and maintain good relationships with suppliers and vendors; negotiate prices, delivery schedules, and payment terms in coordination with the project manager, finance team and in light of the HVSO financial and procurement policies and manuals.
  5. Maintain detailed records of procurement transactions, inventory logs, delivery notes, and other logistical documentation for accountability and audit purposes.
  6. Oversee proper storage of supplies and equipment, ensuring safety, security, and proper sorting and handling.
  7. Distribute project supplies especially kits and other trainers and beneficiaries related equipment to project sites and staff as needed, ensuring proper accounting and usage.
  8. Prepare regular reports on inventory status, procurement progress, and logistical activities to support project management and decision-making.
  9. Ensure all procurement and logistics activities comply with organizational policies, donor requirements including HVSO Procurement and Financial Manuals.
  10. Work closely with project teams to understand their logistical needs and provide support to ensure smooth project implementation.
  11. Identify and resolve logistical challenges or delays efficiently to prevent project disruptions.
  12. Sign and adhere to HVSO’s internal policies including anti-corruption, PSEA, CoC, Gender, and Child Safeguarding and Protection.
  13. Any other tasks assigned by the supervisor.
