Watan Development and Initiative Organization is a non-governmental, nonprofit, non-political, and independent organization dedicated to empowering and uplifting communities through sustainable development, social justice, and enhancing well-being for individuals and families. Since its establishment in 2014, we have tirelessly worked towards poverty alleviation, economic empowerment, education and skill development, health and well-being, gender equality, women's empowerment, agriculture and livestock, and environmental sustainability. Job Summary
The Senior Finance Officer plays a critical role in ensuring financial integrity, compliance with donor regulations, and effective financial management within the organization. The role provides accurate financial data and analysis. The Sr. Finance Officer is reportable to the Provincial Education Manager in the province and the WDIO Finance Manager in the central office. The following items are the main responsibilities of the Sr. Finance Officer:
Main duties and responsibilities:
- Prepare monthly, quarterly, and annual financial reports in line with organizational and donor requirements.
- Ensure timely reconciliation of accounts, including bank, cash, and advances.
- Maintain accurate financial records and ledgers.
- Assist in the preparation of annual budgets and donor-specific budgets.
- Monitor budget utilization and provide variance analysis.
- Ensure compliance with donor regulations, organizational policies, and national laws.
- Provide guidance and training to finance staff on compliance and reporting standards.
- Support program teams in financial planning and grant management.
- Act as a focal point for donor financial queries.
- Set up the corporate financial system, customizing/modifying the QuickBooks accounting tool.
- Monitor the day-to-day financial operations within the organization, such as payroll, invoicing, taxation, and other transactions.
- Seek out methods for minimizing financial risk to the organization.
- Review financial data and prepare monthly, quarterly, and annual reports.
- Establish and maintain financial policies and procedures for the organization.
- Develop & maintain a good filing system for financial documents.
- Manage and keep records of all types of accounting transactions (advances, Accounts receivable/payable, taxation, and prepaid expenses).
- Receive the inventory report and reconcile it with his/her project inventory records.
- Prepare reports for internal and external audits.
- Ensure timely submission of all financial reports, records, and files.
- Be updated on all information regarding new rules, policies & procedures of Afghanistan, especially the Ministry of Finance and the Ministry of Economy.
- Keep track of the project bank account and petty cash. Prepare monthly bank reconciliation and, when required, prepare cash flow.
- Prepare and keep track of the budget and prepare a monthly budget analysis report.
- Ensure that the expenses are recorded according to the proper budget lines and categorized systematically.
- Ensure close coordination with Logistics and Procurement sections and ensure timely submission of budget/cash requests.
- Regular coordination with the HR department for the payroll and time sheet management.
- Maintain policies, procedures, documents, and database as well as hard copy binders.
- Coordinate with other departments for sharing/obtaining relevant information.
- Maintenance of the filing system, ensuring safekeeping of confidential materials.
- Follow up on deadlines & commitments made.
- Perform any other task assigned by the line manager.
Job Requirements
Job Requirements:
- Bachelor’s degree in Accounting, Finance, ACCA, Management, BBA, or any other related field. (Master's is preferred.)
- Minimum of 4 years of experience in accounting/finance or any other relevant.
- Detailed knowledge of the admin& finance policies, procedures, regulations, and guidelines.
- Excellent knowledge of QuickBooks.
- Strong knowledge of donor compliance
- Excellent written and verbal communication skills (English & local languages).
- Excellent integrity and character.
- Good communication and conflict handling skills
- Respect for organizational confidentiality.
- Ability to travel to provinces.
- Excellent facilitation/presentation and report writing skills.
- Strong interpersonal skills and ability to engage with others.
- Ability to work within multicultural, multinational working teams and work under pressure conditions.
- Proficiency in the Microsoft Office package, specifically in Word, PowerPoint, and Excel
