In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has adopted the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

Job Description

Job Summary

The Program Support Officer (PSO) will provide comprehensive administrative, programmatic, and compliance support to WDIO projects in the provincial office. The role ensures smooth coordination between teams, accurate documentation, and strict adherence to donor and organizational policies. The PSO is reportable to the project manager in the field and the operation team in the main office.

Job Description:

  • Maintain financial files for all accounting records, vouchers, disbursements, payments, and other supporting documents.
  • Calculate and make payments for salaries, allowances, and travel expenses to staff members involved in the project.
  • Keep a regular cash book & bank statement record and be ready to report immediately on budget status.
  • Prepare payments for the procurement of materials, equipment, furniture, and stationery for the project on a timely basis.
  • Payments of stipends for trainees on a timely basis.
  • Be responsive to the orders issued by the supervisor on project-related issues.
  • Prepare financial reports as needed by the contracts.
  • Manage and supervise the supporting staff of the project.
  • Maintain personnel files for all the staff involved in the project.
  • Assist in arranging for the recruitment of the supporting staff and teachers in the province in close coordination with central HR.
  • Prepare and process staff time sheets and share with the central office in consultation with the Sr. HR Officer of the central office.
  • Ensure procurement and HR processes comply with WDIO and donor policies.
  • Support contract management and maintain compliance checklists.
  • Represent WDIO in coordination meetings when delegated.
  • Plan and organize the transportation system for the project.
  • Plan and organize the maintenance of the project environment, considering high standards of sanitation and hygiene.
  • Keep an inventory of all equipment, furniture, property, and goods belonging to the project.
  • Organize meetings, workshops, and training sessions when required.
  • Maintain filing systems (digital and physical) for program records.
  • Draft official correspondence, minutes, and compliance documentation
  • Maintain an orderly system of files for correspondence, reports, and contract-related documents.
  • Ensure that everything is time-bound and available before it is needed.
  • Supervising support staff for daily activities.
  • Recording of administrative activities of the project;
  • Assisting in performing HR-related tasks when required.

Job Requirements

  • The applicant must have a university or equivalent degree from a recognized institute in accounting/finance, BBA, management, education, political science, or any other related field.
  • At least 3 years of relevant working experience
  • Excellent knowledge and experience in office packages.
  • Strong organizational and communication abilities.
  • Excellent writing and speaking of Pashto, Dari & English
    Excellent interpersonal, communication, teamwork, & presentation skills are required. Ability to communicate effectively & maintain rapport with all levels of employees is required.
