ARWEO is a nonprofit organization with a visionary focus on the rehabilitation and protection of vulnerable communities in Afghanistan. ARWEO has a strategic goal of assisting the lifesaving and immediate needs of the marginalized population including IDPs, refugees, and host communities in eastern, central, northern and central highlands regions. ARWEO has a history of 21 years implemented 86 projects with 65% of projects in Shelter, education, protection, food security, nutrition, and livelihoods. ARWEO is dedicated to transforming the lives of marginalized children including boys and girls, particularly those with immediate education, protection, and humanitarian needs, and those belonging to IDP, refugee, and host communities in the affected provinces of Afghanistan.
Project Background:
ARWEO is implementing the School Feeding Project (SFP) in Nuristan province seven remote districts—Parun, Bargi Matal, Waygal, Nurgram, Du Ab, Mandol, and Kantiva—ARWEO will distribute High Energy Biscuits (HEB) to children’s enrolled in primary schools and Community-Based Education (CBE) classes. The biscuits will be provided daily during school days to address short-term hunger and improve students’ concentration and learning readiness. in the relatively accessible districts of Wama and Kamdesh, ARWEO will implement the Home-Grown School Feeding (Bread+) modality, which engages local bakeries to produce fresh bread. This component will providing a daily bread ration during school days while also supporting local economic activity.
Job Description
Summary:
The Liaison & Security Focal Person is responsible for effective communication and coordination with government authorities, community leaders, and relevant stakeholders to support smooth implementation of the Project. also ensures safety and security coordination for project staff, operations, and field activities in accordance with the security guidelines of the WFP and the organization.
Key Responsibilities
- Serve as the primary focal point for coordination with local authorities, education departments, and community leaders.
- Facilitate communication between the project team and government institutions.
- Support the organization in obtaining necessary permissions, clearances, and documentation required for project implementation.
- Maintain positive relationships with local communities and stakeholders involved in the School Feeding Project.
- Represent the organization in coordination meetings when required.
- Act as the security focal point for project staff and field operations.
- Monitor the security situation in project areas and report any concerns to management.
- Provide regular security updates and briefings to project staff.
- Coordinate staff movement and travel in accordance with security protocols.
- Identify potential security risks related to project activities.
- Assist in preparing incident reports and follow-up actions when necessary.
- Support community engagement to ensure smooth implementation of school feeding activities.
Job Requirements
Qualifications
- Bachelor’s degree in Public Administration, Political Science, Social Sciences, or related field.
- Minimum 3 years of relevant experience.
- Experience in–UN Agencies, INGOs, IOs, Donors
• Strong analytical and problem-solving skills.
• Strong computer skills including Microsoft Excel, Word.
- Good data analysis and reporting skills.
- Good understanding of security risk management.
- Ability to build relationships with government and community stakeholders.
