Job Description

Position Summary

The Community Mobilizer Couple (Mahram arrangement) will support community outreach, beneficiary identification, and safe participation of adolescents and youth—particularly girls and young women—in the Digital Science and AI-supported skills training programme implemented by CICA in Mazar-e-Sharif.

The couple will work together to engage communities, families, and local stakeholders to ensure inclusive access to training opportunities while respecting cultural and social norms. The female mobilizer will primarily interact with female participants and families, while the male mobilizer will support coordination with community leaders, local authorities, and male beneficiaries.

 

Key Responsibilities

Community Outreach and Mobilization

  • Conduct community awareness sessions on the project objectives, training opportunities, and beneficiary selection criteria.
  • Mobilize adolescents and youth aged 15–24 years, with a strong focus on girls and young women, to participate in the training programme.
  • Engage community elders, religious leaders, youth groups, and local authorities to ensure acceptance and community support.
  • Facilitate safe and culturally appropriate access for female participants through household visits and family consultations.

 

Beneficiary Identification and Registration

  • Support the transparent identification and registration of eligible participants according to project criteria.
  • Assist in collecting basic beneficiary information and maintaining gender-disaggregated records.
  • Coordinate with the project team to ensure inclusion of vulnerable groups, including returnees, youth with disabilities, and economically disadvantaged youth.

 

Participant Follow-Up and Support

  • Maintain regular communication with trainees to encourage attendance and continued participation.
  • Support the electronic attendance system and verification of participants through E-ID cards or other monitoring tools.
  • Assist trainers and project staff in resolving participation barriers, particularly for female beneficiaries.

 

Safeguarding and Protection

  • Promote awareness of PSEA (Prevention of Sexual Exploitation and Abuse), safeguarding principles, and safe participation practices.
  • Ensure that community engagement activities respect child protection and gender-sensitive approaches.
  • Inform beneficiaries about available complaint and feedback mechanisms (CFM/AAP channels).

 

Monitoring and Reporting

  • Maintain records of mobilization activities, community meetings, and beneficiary engagement.
  • Provide regular updates to the Project Manager and MEAL team on outreach progress and community feedback.
  • Support monitoring visits and documentation of project activities.

Job Requirements

  • Minimum High School Diploma; Bachelor’s degree in social sciences, education, or related fields is an advantage.
  • At least 2 years of experience in community mobilization, outreach, or social development programmes.
  • Previous experience with NGOs or community-based projects is preferred.
  • Understanding of gender-sensitive community engagement approaches.
  • Familiarity with safeguarding, PSEA, and accountability to affected populations (AAP) principles is desirable.
