Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Mother and Child health and Livelihood Programs in Kabul, Balkh, Kunar and Nangarhar provinces

Job Description

Main responsibilities:

Project Management

  • Develop detailed project plans, including objectives, timelines, budgets, and deliverables, aligned with organizational goals and donor requirements.

  • Conduct needs assessments with the support of MEAL dept to identify key health and protection issues in the target area/population.

  • Collaborate with subject matter experts (e.g CP and Health Advisers) to design effective interventions, focusing on areas such as public health, child protection, gender-based violence (GBV), and mental health and psychosocial support (MHPSS).

  • Identify risks and mitigation strategies during project planning.

  • Develop a follow up plan to manage the project budget on monthly bases.

  • Prepare monthly financial forecasting plan aligned with approved project activities.

  • Monitor the budget project utilisation and ensure the overspending and/or under spending line will be reported to the finance department on regular bases with mitigation measures.

  • Monitor the project progress on monthly bases and provide the feedback to the program technical staff.

  • Coordinate and oversee project activities, ensuring they are executed on time and within budget.

  • Supervise field teams, healthcare staff, and protection staff, providing guidance and support as needed.

  • Provide guidance to the health and protection teams to ensure proper implementation of the project and develop action plans to address any deviation.

  • Ensure the integration of cross-cutting themes like gender equity, disability inclusion, WAH, climate resilience and sustainability into project activities.

  • Manage the project’s budget, ensuring proper allocation of resources and adherence to financial policies.

  • Ensure procurement of goods and services necessary for project execution, following transparent and ethical procurement practices.

  • If applicable, prepare procurement requests for medicines and supplies together with project technical team and request validation from Health Programme Adviser. Ensure accountability in the use and distribution of medical supplies by ensuring proper documentation of monthly consumption reports

  • Actively support recruitment of project staff, identify training needs, and manage project staff, ensuring high levels of team performance.

  • Prepare detailed progress reports for internal and external stakeholders, including donors.

  • Document best practices, case studies, and lessons learned to inform future projects.

  • Ensure that all project documentation is organized and accessible for audits and evaluations.

  • Ensure timely provision of accurate data and documentation required for monitoring, evaluation, audits, and donor compliance at provincial level

  • Ensure accountability for project results, compliance, and quality implementation within the assigned province.

  • Ensure Tdh localisation policy is applied in relation to any local partners within the project.

 

Coordination and Liaising with Authorities

  • Ensure the process of obtaining, renewing, and following up on required project approvals including MoUs, notifications, and permissions at the provincial and district levels.

  • Build and maintain relationships with donors, government agencies, non-governmental organizations (NGOs), and community leaders.

  • Serve as the primary point of contact for project partners and beneficiaries.

  • Organize stakeholder meetings and ensure effective communication of project progress and challenges.

  • Supervise the implementation of the local partner activities in the province and in the region.

  • Participate in the monthly coordination meeting of the partner in the country.

  • Ensure that provincial authorities are informed of project objectives, implementation modalities, and progress in line with local regulations and coordination mechanisms.

  • Address and resolve operational challenges raised by local authorities in coordination with the Country Office and senior management.

  • Promote constructive relationships with local authorities to enhance community acceptance and minimize operational disruptions.

  • Coordinate and participate in joint supervision, monitoring visits, or evaluations conducted by authorities or other stakeholders at the provincial level.

  • Ensure accurate documentation of coordination meetings, agreements, and follow-up actions with authorities and partners.

 

Reporting

  • Actively lead and ensure preparation of donor technical reports per donor requirements, ensuring quality and timely submission.

  • Actively lead and ensure preparation of Tdh internal technical reports, including monthly reports, success stories, and contributing to Tdh annual report.

  • Actively lead and ensure quality and timely preparation of financial reports per the donor’s requirement in close collaboration with the finance department.

  • Coordinate with MEAL teams to integrate monitoring data, indicators, and results into donor and internal reports.

  • Ensure alignment between approved proposals, implementation progress, and reported achievements.

  • Document success stories, best practices, challenges, and lessons learned from field implementation to support donor reporting.

  • Support donor field visits, monitoring missions, and assessments by preparing briefing notes, project summaries, and accompanying visitors at the provincial level.

  • Maintain organized records of programmatic documents, reports, and proposal-related materials to support audits, reviews, and future funding opportunities.

Others:  

  • Perform any other tasks as may be requested by the line manager.

Job Requirements

Education :

Bachelor’s degree project management, business administration, development studies or relevant degree.

A Master’s degree in relevant field is an advantage.

Experience / Skills :

Minimum of 7 years of professional experience in project management within Health and Protection programs, preferably with INGOs or international organizations.

Proven experience managing field-based projects, including planning, implementation, budget monitoring, supervision, and reporting.

Strong project planning, implementation, budgeting, monitoring, and reporting skills.

Good knowledge of Health and Protection programming and donor requirements.

Ability to manage multiple tasks and priorities in a field-based environment.

Solid analytical and problem-solving skills.

Proven experience in budget tracking and coordination with finance teams.

Ability to use monitoring data to improve project performance.

Strong leadership and team management skills.

Excellent coordination and relationship building abilities with authorities and partners.

Strong conflict management and negotiation skills.

High level of professionalism, integrity, and accountability.

Ability to work under pressure in challenging environments.

Languages:

Excellent verbal and written English, in addition to fluency in local language/s.

IT knowledge :

Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
