Job Descriptions:

Job Purpose: To oversees and manages International Medical Corps Afghanistan’s administrative functions including International & National staff travel, visas, work permits, serve as a focal point to deal with Government line ministries.

Main Duties & Responsibilities: 

ADMINISTRATIVE FUNCTIONS:

  1. Serve as a primary representative of International Medical Corps to coordinate and liaison with the Line Ministries directorates of the Afghan Government.
  2. Ensure to receive and respond to the requests and inquiries from the Government.
  • 3. Be responsible to maintain International Medical Corps’ registration up to date all the time.
  • 4. Support the Project Managers to sign the MoUs or other agreements or letters of understanding with the Government offices.
  1. Oversee office space maintenance, repair, and utilization. Ensure that all offices look professional.
  2. Ensure proper functioning and maintenance of equipment, facilities, and services.
  3. Ensure timely compliance with all administrative reporting requirements.
  4. Be responsible to organize and coordinate office wide events such as meetings, presentations, shows, holiday festivities and celebrations.
  5. Identify emerging administrative and office management challenges on a timely manner and report to the supervisors.

LIAISON WITH GOVERNMENT LINE MINISTRIES:

  • 10. Serve as a primary representative of the International Medical Corps to coordinate and liaison with the Line Ministries of the Afghan Government.
  • 11. Coordinate with relevant offices to prepare and submit quarterly/semi-annual or annual reports as required by the Government of Afghanistan.
  • 12. Maintain and promote professional relationships with the Line Ministries,
  • 13. Be responsible to maintain International Medical Corps’ registration up to date all the time.
  • 14. To register new projects to the Ministry of Economy online portal as soon as agreement signed with the donor.
  • 15. Support the Project Managers/ Budget holders to sign the MoUs or other agreements or letters of understanding with the Government offices.
  • 16. Ensure to receive and respond to the requests and inquiries from the Government.

INTERNATIONAL STAFF AND CONSULTANTS:

  1. Be responsible to obtain and renewal of visa and work permits for international staff and consultant.
  2. Ensure that all records of international staff and consultant are up to date as required by the Government of Afghanistan.
  3. Coordinate and report to Senior HR Admin Manager immediately if any issues related to international staff and consultant and their visas and work permits.

TRAVEL:

  1. Responsible for all travel arrangements for International Medical Corps staff both domestic and international by ensuring all travel needs are met in regard to flight, tickets, information etc strictly in adherence to the organizational and donor regulations.
  2. Responsible to train support staff located in the Regional and Project site offices on all aspects of travel.
  3. Maintain and promote relationships with Travel Agencies.

STOCK MANAGEMENT:

  1. Items must be stocked in an organized manner to distribute easily.
  2. Develop and prepare distribution schedule/Plan on monthly basis.
  3. Keep updated and maintain the database about supply distributed and undistributed items.
  4. Design and prepare the stock in such a way that all materials and items are classified and categorized in an easy to access manner.
  5. Prepare the stock in such a fair and well-ventilated condition that should prevent the items from getting destroyed and rotten
  6. Ensure the quality and quantity of items before shipment and delivery.

Organizational Responsibilities: 

Policy Adherence:

  • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law.

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Safeguarding:

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 

 

Job Requirements:

Qualifications:  Bachelor’s degree in social science, Business Administration and Economics.

Experience:  1.  3-5 years of experience in administration and liaison field. 

                      2 . At least 2 years related experience and/or training with an NGO.
