Purpose of the Post:
To coordinate Provincial Polio Eradication activities including Supplementary Immunization Activities (SIAs), maintain quality AFP surveillance and support EPI through PEI
Objectives of the Programme:
To provide technical assistance for polio eradication activities in Badakhshan province for the Global Polio Eradication Initiative: Planning, implementation, supervision and evaluation of supplementary immunization campaigns, AFP surveillance and for RI. Priority is specifically to focus on improving the quality of polio supplementary immunization activities and AFP surveillance activities in assigned area.
Organizational Context:
- In charge of the province allocated in PEI
- Conduct AFP Surveillance activities
- Supervise DPOs under his/her jurisdiction.
- Training health workers and FLWs
- Conducting NIDs and SIAs
- Supervision of routine immunization activities
- Supervision of PTTs
- Supervise District Coordinators
- Supervision of Cluster supervisors
- Selection of volunteers
- Compiling Micro Plans for the Province
- Coordination of all AFP activities in the province
Summary of Assigned Duties:
The incumbent will perform the following duties:
Under the direct supervision of the WHO Assistant Regional Polio Officer/Regional Polio Officer/Medical Officer, Regional TL, Polio TL/AFG, and under the overall supervision of the WHO Representative. Provincial Polio Officer will undertake the following duties:
Acute Flaccid Paralysis Surveillance:
1. Serves as the first contact person for focal points for notification of AFP cases in the area of assignment.
2. Makes a monthly plan clearly identifying AFP surveillance activities.
3. Investigate all AFP cases following SOPs particularly timeliness and quality of data in the various forms and stool specimen collection and transportation.
4. Regularly review the reporting network and include newly established health facilities and care
Providers and reporting volunteers with detailed analysis of health care contacts of AFP cases.
5. Facilitate surveillance training of AFP Focal Points and orientation of reporting volunteers.
6. Supervise and monitor the performance of AFP Focal Points and report volunteers through regular field Visits and feedback.
7. Produce Active Surveillance and Zero reporting with quality indicators of completeness and timeliness.
8. Investigate all cases with inadequate stool samples. Cases with L20B+ve, compatible cases and WPV Cases and produce detailed reports according to guidelines of AFP surveillance for Afghanistan.
9. Assist MoPH on Vaccine Preventable Disease Surveillance and reporting AEFI.
Supplementary Immunization Activities (SIAs)
1. Assist in updating the micro-plans for SIAs,
2. Participate in selection of vaccinators and supervisors for implementing and supervision and monitoring of SIAs.
3. Coordinates social mobilization activities in the assigned area before and during the campaign, were
applicable.
4. Supervise training of Front-line workers.
5. Facilitate and conduct training of Intra-campaign monitors.
6. Coordinate selection of PCM and LQAS monitors
7. Implement post-campaign related activities such as PCM, LQAS and Out-of-House Finger-Marking surveys.
8. Facilitate post-campaign review and other regular PEI coordination meetings with all PEI partners in area of assignment.
9. Assist the District Polio Officer in preparing the monthly plan and getting these approved.
10. Provide supportive supervision, monitoring and regular feedback to District Polio Officers in area of assignment.
Monitor EPI activities.
1. Assist PEI/EPI implementing partners in training, micro-planning, supervision and

Other:
1. Assist the Regional Team Lead/Medical Officer on any other related tasks assigned like assignments from Regional Emergency Operational committee (EOC) and Regional Rapid Response Team (RRRT)
2. Oversee that operational funds are used in a transparent and effective way.
Qualifications required:
· A national of Afghanistan
· Compulsory Medical Degree (MD or equivalent)
· Minimum 5 years of relevant technical and managerial experience with the PEI program. Experience in international agencies is an asset.
· Good working knowledge of English, local languages
· Resident of the area of assignment or proven affiliation/familiarity with it.
· Mandatory computer literacy with good skills in presentation of technical details and in drafting of
· correspondence and reports.
· Ability to maintain AFP surveillance database.
· Ability to work harmoniously as a member of a team and adapt to diverse social and cultural background.
· Maintain high standards of personal conduct and integrity.
· Willingness to work long hours and weekends, especially during important activities such as conferences/meetings, vaccination campaigns, and other essential events
Functional Skills and Knowledge:
- Training skills to be able to train health workers and FLWS
- High Knowledge on AFP surveillance
- Excellent Knowledge of PEI and EPI
Educations:
Medical Doctor (MD)
Master’s degree in public health or Epidemiology will be an added advantage
Experience:
Essential: 5-10 years in Polio Surveillance
At least 5 years of relevant Technical and Managerial experiences, preferably with National or international agencies. PEI/EPI experience required
Languages: Very good working knowledge of English and the local languages.
IT Skills: Good working knowledge on word, excel and power point and able to use internet browsers

Screening of the candidates:
