The Afghanistan Institute for Civil Society (AICS) is a nationally recognized non-governmental organization (NGO) committed to strengthening the role of NGOs in Afghanistan’s development. AICS initially focused on enhancing the institutional effectiveness of NGOs through a certification program based on locally defined and internationally recognized standards. It has also provided capacity-building support and promoted transparency and accountability among NGOs. Furthermore, AICS is actively engaged in capacity-building initiatives and research activities.

Over time, AICS has expanded its scope to include direct implementation and support of education sector programs, particularly in Early Childhood Development (ECD), Community-Based Education (CBE), and Accelerated Learning Programs (ALP). Additionally, AICS conducts capacity-building programs for NGOs and implements research projects in the education sector to support the development of evidence-based strategies, strengthen education systems, and contribute to more effective and informed decision-making by stakeholders at all levels.

Today, AICS continues to serve as a key platform for strengthening NGO capacity, supporting inclusive and quality education services, and generating knowledge to inform policies and practices across the development sector.

• To support and implement effective education programs across ECD, CBE, and ALP, aimed at improving access to and the quality of learning for Afghan children and youth.
• To generate practical, evidence-based research that contributes to improved education policies, planning, and service delivery in Afghanistan.
• To build the institutional capacity of NGOs through tailored training, technical assistance, and performance-based support.
• To promote transparency, accountability, and quality standards among NGOs operating in Afghanistan through the application of certification systems and good governance practices.
• To facilitate coordination and constructive engagement between NGOs, government entities, and development partners for effective and aligned service delivery.

Education Cannot Wait (ECW) has been supporting education programs in Afghanistan since 2017, and through this program AICS will focus on girls’ education as well as community-based education to reach children and adolescents in the most crisis-affected areas, in this project AICS will be supporting this initiative Baghlan and Kunduz provinces.

For the role of Community mobilizer in Kunduz province, we are seeking a professional with the ability to conduct initial assessments, baseline surveys, and coordinating with local stakeholders and communities. This includes mobilizing communities to establish CBE and ALP classes, supporting public outreach, and building awareness through community dialogue and distribution of ICE materials. Establishing working relationships with host communities, local stakeholders, partners, and government authorities is crucial, as well as addressing inquiries during meetings and official correspondence. The role also involves encouraging parents to send their children to classes, assessing material shortages, coordinating with local education departments, organizing meetings between parents, communities, and authorities, and performing additional duties as required.

• Collaborate Conduct initial assessment, baseline survey, coordination, and communication with local stakeholders and communities.
• Mobilize and engage with the communities to support the establishment of CBE and ALP classes in their communities.
• Support with public outreach activities such as building awareness, community dialogue, and distribution and dissemination of ICE materials.
• Establish working relationships with host communities, local stakeholders, partners, and government authorities, and respond to inquiries, suggestions, and comments during official meetings and through official correspondence.
• Provide awareness to the parents of school children on classes and encourage parents to send their children to classes.
• Assess classes to find material shortages and report to the provincial office.
• Coordinate with Education departments at the local level to facilitate administrative processes.
• Organize coordination meetings between parents, local communities, and education department authorities.
• Observes classroom teaching-learning process and activities and provides on the job training and assistance to the teachers.
• Visit and provide in-classroom support to every teacher at least twice a month.
• Work with community members in identifying non-formal education needs, assuring the community cooperation with the program and their participation in the school Shura affairs.
• Carry out community mobilization and sensitization campaigns and meetings to establish CBE/ALP classes in close coordination with relevant stakeholders and hire CBE/ALP teachers to teach the class(s) using a transparent professional method.
• Organize and support listening circles for community members to listen and discuss topics impacting education, especially for girls, Girls’ and children with disabilities’ right using existing radio messages developed under previous CBE projects.
• Distribute students, teachers and classroom kits, to the classes and ensure they are stored in a safe and secure place
• Distribute visual kits (includes projector, solar power, TV, speakers, and hard desk) and Listening Circles equipment’s (flash drive and MP3 player), Mobilize communities to secure temporary space for students to watch video lessons in small groups, and Train community members/educators on safely using visual equipment to support small group learning
• Support teachers to develop relevant low-cost/ no-cost learning materials to enrich and supplement the textbooks
• Support CBE/ALP/Catch-up/remedial/kankor preparation teachers to develop and use effective teaching resources to enhance the quality of their lessons.
• Provide mentoring to teachers, DEDs, SS members, so that they are technically able to support the classes by their own; and
• Work directly with teachers to ensure that they are practicing the acquired knowledge and skills.
• Enroll at-risk students, especially girls, nearing graduation in after-school classes to prepare for and pass university entrance exam.

• Proven ability to work effectively in cross-cultural settings and adapt training approaches to different cultural contexts.
• Command in writing and verbal use of English language, also Pashto and Dari.
• Able to provide reports on/before its due time and upon any further request by the immediate supervisor(s)
• Excellent oral and written communication skills in Dari/Pashto and English
• Good computer skills, especially Word, PowerPoint and Excel
• Be able to travel to the mentioned districts Respect of confidentiality and sense of security.
• Demonstrable experience in capacity building as a trainer
• Good knowledge of adult learning methods and different training techniques
• Strong Facilitation skills; ability to present information effectively to various audiences, large and small; and sound computer skills.
