About Afghan Red Crescent Society( ARCS)

Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Over the past decades, ARCS has managed to uphold its neutrality and enjoys acceptance enabling its teams to carry out principled humanitarian action across the lines of conflict, including in the large portions of the territories controlled by armed opposition groups. With the support of its Red Cross Red Crescent Movement partners – the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) and Partners National Societies like the Norwegian Red Cross – ARCS has also strengthened its management systems, procedures and partnerships to respond to emergencies, upon request of the public authorities or under its own initiative

Reports to:

Job Overview: The Protection, Gender, and Inclusion Officer will play a crucial role in ensuring that Afghanistan Red crescent society (ARCS) integrates protection, gender equality, and inclusion minimum standards into all aspects of its programs and operations. This role requires a deep understanding of humanitarian principles, gender dynamics, and protection issues in crisis and disaster settings.

Key Responsibilities:

  1. Program Development and Implementation:
    • Guide, ARCS technical staff to monitor protection, gender, and inclusion strategies/guidance in practices.
    • Conduct PGI assessments to identify vulnerabilities, risks, and protection needs of affected populations.
    • Develop and oversee the implementation of protection-focused interventions and ensure they are responsive to the specific needs of women, men, girls, and boys.
  2. Capacity Building and Training:
    • Provide training and capacity-building support to staff and volunteers on protection, gender equality, and inclusion.
    • Foster a culture of gender sensitivity and inclusion within the ARCS at HQ and branches and IFRC staff.
  3. Advocacy and Coordination:
    • Work closely with IFRC and ARCS CEA focal points and advocate for the mainstreaming of protection, gender, and inclusion standards in community engagement and provide equal services for all regardless of their race, gender and tribes.
    • Represent IFRC in coordination meetings and working groups within IFRC and ARCS protection, gender, and inclusion.
  4. Monitoring, Evaluation, Accountability, and Learning (MEAL):
    • Develop and implement MEAL frameworks to monitor and evaluate the effectiveness of protection and gender-sensitive interventions.
    • Ensure accountability to affected populations through participatory approaches and feedback mechanisms.
    • Conduct regular field monitoring and observation visits to ensure PGI programing and collect feedback of program beneficiaries / affected population (whichever relevant) voices including women and people with disability.
  5. Documentation and Reporting:
    • Document best practices, lessons learned, and case studies related to protection, gender, and inclusion.
    • Prepare timely and good-quality reports for department, donors, and internal purposes.

Preferred Skills:

  • Experience working with ARCS, NGOs, or international organizations is highly desirable.
  • Familiarity with PGI concepts.
  • Knowledge of relevant software applications for data management and analysis.

Qualifications:

  • Bachelor’s degree in Sharia Law, international relations, Social Sciences, Gender Studies
  • At least [5] of relevant experience in protection, gender equality, and inclusion in humanitarian or development contexts.
  • Strong understanding of international human rights standards, gender, and protection principles.
  • Experience in monitoring, and evaluation and assessments.
  • Proven ability to work effectively with diverse teams and stakeholders in multicultural environments.
  • Excellent analytical, communication, and interpersonal skills.
  • fluency of English and fluency in both local languages Pushto and Dari (written and spoken).
