Afghanistan's education system has been devastated by more than three decades of sustained conflict. For many of the country's children, completing primary school remains a distant dream, especially for girls and children living in rural areas, despite the growing enrolment rate. As a result, the number of Out-of-School Children (OSSC) in Afghanistan is among the highest in the region, at 4.2 million (60% girls) according to UNICEF's recent study. There are multiple factors affecting children's lack of access to education, including limited, or no supervision in hard-to-reach rural areas for both the Government and UNICEF. To ensure children living in those areas enjoy their rights to education, UNICEF supports the Ministry of Education (MoE) with recruiting, deploying, and financing national/local education Technical Extenders (TEs) to strengthen education supervision and monitor service delivery in the most insecure and disenfranchised communities, with focus on improving children's access to quality learning.
• Conduct detailed needs assessment in the targeted schools in province
• Prepare detailed design and drawing and Bill of Quantity (BOQ) for all construction and rehabilitation activities in public schools including water and sanitation facilities.
• Facilitating and attending the contracts and tendering processes with the relevant with
• Implementing Partners/ Provincial Education Department to ensure the process moves transbay reentry and according to procurement procedures} practices and tendering documents and specifications.
• Ensure the bidding processes meetings are documented and detailed reports are provided and shared with UNICEF*
• Follow up with Implementing Partners or and to ensure contracts are drawn and awarded timely to successfully bidder (within 10 day).
• Follow up and ensure timely handover of schools for the contractor and rehabilitation to the contractor.
• Ensure frequent supportive supervision and monitoring of the renovation and rehabilitation activities in public schools in the entire province are

• Checking whether the CBE/ALP/ECD classes are linked to nearby hub (formal) schools through
• regular monitoring, as determined by UNICEF Quality Assurance Measures (QAM).
• Monitoring and documenting the transition of CBE/ALP/ECD classes to hub schools.
• Overseeing textbooks and Teaching Learning Materials (TLM) supply delivery to planned schools and their distribution to students by track • Conducting regular visits to textbooks warehouses at the PEDS and reporting the findings. • Monitoring teachers and students' attendance in CBE/ALP/ECD classes. • Conducting area assessments to ensure that CBE and ALP classes are established in areas were children. • Have no access to public schools while reporting issues to Zonal and Country Offices for necessary actions, • Assuring that School Management Shuras (SMS) have been established and are functioning • Performing skill needs assessment of PED academic supervision staff (when needed) and organizing required capacity development training (e.g., planning, data collection, data analysis, and monitoring/supervision and reporting); • Monitoring UNICEF-funded school construction projects to ensure contractors fulfil their work as per BOQ. • Producing regular field monitoring and performance reports and sharing them with relevant ZOs.
