Job Descriptions:

The HR/ Finance officer will implement delegated area of responsibilities of Human Resource and Finance in Field level. The HR/ Finance officer will report to HR Manager and Finance manager with close coordination of provincial project coordinator. This role is expected to work closely with project staff members and country operations team and will ensure implementation of CiC/ SC Policies, procedures and other Tools.

Generic Responsibilities:

Able to represent Street Child appropriately both internally and externally.

Carry out all reasonable requests that are within the broad remit of the role.

Specific Responsibilities:

Finance (50%):

To ensure the correct calculation and payment of field staff salary and submit the signed payroll slips to the Finance team.

To share the hard copies of all financial transaction to the country office on a monthly basis.

To ensure that all the payments are paid and supporting documents are all stamped “paid” and scanned, all transactions are properly signed and dated as per finance policies and procedures.

To coordinate with provincial project coordinator and provide the finance team their monthly cash projection, and follow up that their projected expenses has taken place properly.

To ensure that financial records provide clear documentation and approvals and that internal control procedures are followed properly.

To review the financial documents comprises the supporting documents as per the Finance Manual.

To ensure all Purchase Requisitions for monthly expenditures are raised and submitted to the Finance team on a timely manner.

To ensure that all the financial documents are scanned and submitted to the Finance team on a weekly basis.

To make sure all vouchers are filed properly and kept safe.

To manage data, records, and reports by checking for errors and verifying accuracy of information.

To prepare receipts, vouchers, invoices, etc. for entry into data sheets.

To ensure that advance forms are properly reconciled and accurate clearance are provided to the Finance team.

To update and maintain financial records and report any discrepancies if found.

To prepare spreadsheets for data entry, including advance sheet, Top Up sheet, accounting information, etc.

To ensure effective implementation of CiC/ SC financial policies and procedures and Generally Accepted Accounting Principles.

To carry out additional responsibilities as assigned by Finance Manager.

HR (50%):

To provide HR Assistance to project staff members on daily basis Assist.

To schedule and conduct written tests and interviews of field level positions in coordination with country HR department.

To attend as interview panel member for certain field level positions authorized by HR Manager.

To assist in documents development and management for new staff members in field level.

To develop personnel and recruitment files for new staff and ensure all required documents are completed and filed as per the checklists.

To manage staff attendance and regularly check staff sign in and out.

To develop field attendance monitoring reports on weekly basis and share with country HR department.

To share attendance and timesheets to field staff and ensure collection of signed timesheets and share with country HR department.

To ensure confidential filling and archiving of all personnel and recruitment files both active and non-active in hard folders and soft form (shared drive).

To ensures all project staff are oriented and comply with HR policies, procedures and manual.

To process HR related documents for field level such as contracts, Job offers, transfer letters, warning letter, end of contracts and etc in coordination with country HR department.

To ensure all staff are well aware of exit procedures and clearance forms are signed and obtained properly.

To Ensure HR data is safe and confidential as per data protection policy.

To carry out additional responsibilities as assigned by HR Manager.

Job Requirements:

Experience and Knowledge:

A minimum of Bachelor’s Degree in business administration, finance, computer science, law and political science and/ or any other relevant field. Specialized in finance or HR is a plus point.

A minimum of 3 years of experience in HR, Finance, Admin and operations in general.

Skills and Abilities:

Fluency in English language and local languages Pashto and Dari.

Familiarity with computer applications like Microsoft.

Ability to work as part of a team and independently when required.

Responsible, reliable, punctual and ability to multi-task.

Knowledge of archiving and filing.

Strong communication skills. 

Ability to work under pressure.

Knowledge of HR practices.

Good follow up and organizing skills.

Planning and delivering results.

Empowering and building trust.

Communicating with impact and respect.

Handling insecure environment.
