Job Description
Summary of Key Functions
- Internally: Technically reports to GBV specialist while operationally to the Project manager. maintain close working relation with Gender and MEAL departments.
- Externally: the position will have close working relation with the GBV actors, cluster and UN agencies.
Key relations Reports to:
- The Project Manager.
- Keep close contact with the Project and Field team.
- Ensure the proper communication and reporting to finance, HR, Procurement and Administration in Kabul.
Key Results Expected:
The cash distribution officer is in charge of overall project activities in each region and he/she maintains close relationships with GBV actors, protection cluster and other agencies in the region.
- Coordinate project activities with relevant stakeholders and GBV networks at regional level.
- Receive GBV cases (victims referred by other organizations) and register in data base.
- Verify the authenticity/accuracy of cases referred to CARE by other organizations.
- Where possible confidentially/secretly meet the victim to understand their needs and suggestions.
- Prepare pay slip for cash transfer to the selected/verified victims.
- Prepare cash request and send to the country office.
- Monitor the process of cash payment to the victims.
- Prepare payment documents and submit to finance department.
- Support mapping referral pathway and referral system for GBV survivors
- Assess the knowledge and utilization of services available for survivors of GBV.
- Ensure updated filing and documentation of related reports, progress and achievement in line with CARE EGEMA Project/requirement.
- Provide Psychological First Aid (PFA), psycho-social support, to survivors/victims.
- Attend GBV related and capacity building trainings in Kabul.
- Perform any other tasks as assigned.

Job Requirements
Core Competencies:
- Good understanding of gender and gender-based violence in the Afghanistan context and global norms. Good communication skills, good knowledge of cash distribution.
Skills and Experience:
- Education: University degree in Law, education, economics, social science, public health, or related field.
- Work Experience: At least 2-3 years’ experience in GBV, cash management, filing and documentation, human rights and advocacy programs with NGOs or local government.
Languages Skills: Fluency in spoken and written Dari and/or Pashtu is essential and working knowledge of English is desirable.
