Job Descriptions:

The PSCM officer on procurement of pharmaceuticals and other health commodities closely works with the AFIAT’s Pharmaceutical Supply Chain Management (PSCM) Team and other programmatic areas, NGOs, UN agencies, and coordinates with the MoPH’s Pharmaceutical Supply Chain Management Task Force (PSCM TF) ensuring implementation of the procurement guideline for pharmaceuticals and health commodities by the NGOs in alignment with the Afghanistan procurement law. He/She reviews the current procurement guideline, prepares a succinct package, and train the BPHS/EPHS NGOs’ procurement and pharmaceutical leads on the package. He/She collaborates with the pharmaceutical data management (mSupply) team in AFIAT and NGOs aligning the procurement features in the mSupply with the procurement guideline. The PSCM officer will also assist the NGOs to assess the capacity of the local/international suppliers in responding to the NGOs' procurement orders under the Health Emergency Response (HER2) project. She/he ensures the timely execution of AFIAT activities as well as the delivery of quality AFIAT’s work and products. The PSCM Officer maintains a high level of flexibility to ensure effective support to the relevant partners.

Major Activities/Responsibilities:

The PSCM Officer for the BPHS/EPHS NGOs health commodities’ quantification, procurement, distribution, and storage will work with the AFIAT PSCM team and if required procurement teams to provide a shorter version of the pharmaceutical and health commodities’ procurement guideline using the MoPH approved guideline and provide the training material to train the NGOs on procurement. The activities will include:

  • A thorough review of the MoPH approved procurement guideline 
  • Pick the sections of the procurement guideline deemed practical in the NGOs’ procurement and provide shorter training package to train the NGOs on.
  • Review the most updated procurement law of Afghanistan and reflet the amendments (if any) in the training package.
  • Closely coordinate adaption of the mSupply procurement features with the procurement guideline.
  • Assist the AFIAT mSupply team in training the NGOs staff on the procurement features in the mSupply.
  • Train the NGOs’ procurement and pharmacy leads on the procurement guideline. 
  • Maintain close coordination with the NGOs and other stakeholders (UNICEF, MoPH…..).
  • Following with the NGOs if they adhere to the procurement principles defined in the guideline.
  • Train the NGOs’ procurement and pharmacy leads on use of the tool assessing the suppliers’ capacity in responding to the NGOs’ procurement orders.
  • Updating the partners in the PSCM SG or in the UN Health Cluster when needed.
  • Provide technical assistance to the NGOs in the quantification, distribution, and storage of health commodities
  • Fulfil any other tasks requested by the supervisor relevant to the general scope of work of the position.

Job Requirements:

QUALIFICATIONS

REQUIRED EDUCATION: MINIMUM  

  • Bachelor's degree in a relevant discipline (Pharmacy or other health sciences)

EXPERIENCE:  

  • Six + years of experience in managing health commodities procurement (Experience in BPHS/EPHS-related commodities ‘procurement is preferred).

KNOWLEDGE AND SKILLS:      

  • Familiarity with the Afghanistan procurement law.
  • Knowledge of pharmaceutical and health commodities procurement principles.
  • Ability to prepare procurement training package.
  • Demonstrated ability in providing training to the BPHS/EPHS service providers on the pharmaceutical and health commodities’ procurement guideline.
  • Assisting the AFIAT and NGOs mSupply teams in adapting the mSupply features with the NGOs’ procurement.
  • Demonstrated ability in providing training to the NGOs pharmaceutical and procurement leads to assess the suppliers' capacity in responding to the NGOs procurement orders.
  • Demonstrated ability in translation of the pharmaceutical and health commodities’ procurement package into local languages and English, as required.   
  • Demonstrated ability to adapt the pharmaceutical and health commodities’ procurement training package to the possible changes in the Afghanistan procurement law.
  • Demonstrated ability to build and maintain effective working relationships with the AFIAT staff at all levels of the organization, the NGOs, MoPH and other project stakeholders including UNICEF, WHO, UNFPA, and UNDP.

Contacts & Relationships:

Employees at this level develop and maintain an extensive range of important contacts and network with NGOs’ management level, the project’s stakeholders, and as required the MoPH and other government agencies.

COMPETENCIES:          

Excellent written and oral communication skills both in local languages and English. Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff.

Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
