About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives. 

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:   

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains  

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress 

Objective 3: Target Population Economic Empowerment Strengthened 

Job Descriptions:

The Finance Officer will provide financial support to the HQ and project offices and will ensure submission of financial reports based on internal deadlines. This position will ensure compliance of all accounting and financial reporting functions. Responsible for recording costs and day to day general accounting, accounts receivable/payable, payroll, risk management, managing partner relationships, assuring all backup documentation is audit ready, and troubleshooting accounting issues in coordination with the other members of the finance team. 

Scope of Work

The duties of the position include but are not limited to the following:

  • Initiate wire requests for field project implementation in accordance with DAI schedule. 
  • Manage all banking activities including withdrawals, deposits, and preparation of all bank payments and checks. 
  • Record all financial transactions in Field Accounting System (vFER) daily and ensure the safeguarding of bank checks, cash receipts, and petty cash. 
  • Receive and verify suppliers’ and consultants’ invoices along with supporting documents. 
  • Verify expenses for accuracy and project accounting codes, ensure accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments. 
  • Upload the Field Expense Reports (FER) based on DAI’s financial schedule. 
  • Perform monthly bank reconciliations and routinely monitor bank account balances. 
  • Compile backup documentation for all project related transactions and ensures completeness and appropriate review and approvals are documented. 
  • Maintain an accurate filing of payment vouchers and other financial documents and perform regular spot audits on project’s financial files.  
  • Process timely and accurate payroll payments for the office and ensure leave balances and payroll taxes are accurate. 
  • Ensure that salary is disbursed, payroll is recorded in the accounting system, and individual paystubs are distributed to all employees on schedule. 
  • Work with the Sr. Finance Manager to approve and distribute travel advance amounts based on DAI travel advance policy. 
  • Audit travel requests and expense reports for accuracy and compliance. 
  • Review and monitor outstanding advances report by paying close attention to advances that have not been settled after 30 days of issuance. 
  • Other duties as assigned by the Finance Manager.

Job Requirements:

  • An advanced degree in finance, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 4 years of relevant experience and a master’s degree plus 3 years of relevant experience is required.
  • Four years of experience working on donor-funded projects in a related role is preferred.
  • Demonstrated experience in auditing, reporting, budget forecasting, financial compliance, and/or risk management is required.
  • Knowledge of USG and FAR regulations and procurement and accounting aspects of USAID-funded activities are strongly preferred.
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, grants, subcontracts agreements) is preferred.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
