Job Overview: 

The purpose of an HR Coordinator is to implement delegated areas of responsibility. The HR Coordinator will ensure the implementation of NRC policy, procedures , and tools in NRC Afghanistan with focus and main responsibility on Personnel Administration. Advise and guide managers on HR issues related to the Global HR Handbook, procedures and Afghanistan ToE. The HR Coordinator will also be responsible for supporting the larger HR department with general HR duties to ensure the team satisfactorily completes all its tasks.

Job Descriptions:

Generic responsibilities:

  1. Implement NRC's HR systems and procedures at the Area level.
  2. Ensure adherence to NRCHR policies, handbooks, guidelines, and donor requirements.
  3. Prepare and submit reports and analysis on HR.
  4. Support line managers in procedures and require support team training.
  5. Management of HR team in duty station- (Focal point person for all Human Resources issues in the Kabul office.
  6. Ensure adherence to NRC policies and the national labor law in all processes and procedures.
  7.  Advice in personnel conflicts/processes when relevant.
  8. Coordinate staff recruitment and exits, introductions, training, staff benefits schemes etc.
  9. Ensure the accuracy of staff salaries.
  10. Ensure that staff records in all offices in the area are up to date and filed appropriately.

Specific responsibilities:

  1. Responsible for NRC WAY1 training in the country.                         
  2. Coordinate in consultation with HR Manager and HR Coordinator (support and development) the implementation of the performance management system and employee development programs.
  3. Interpreting, assisting, and advising employees and managers regarding HR policies e.g., leave management and benefit administration.
  4. Focal point person for the grievance, complaints, and code of conduct handling.
  5. Maintain trackers and records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, attendance , and absenteeism rates.
  6. Responsible for the confidential filling and archiving of all personnel files. Periodically checks files to ensure all missing documents. are provided, securely keep in both hard and soft copy in line with NRC filling key. Takes keen interest in securing proof of life forms from all staff for secure storage as per NRC guidelines.
  7. Transparently manage the HRMIS/Agresso HR Database. Input employee details, allocate resource numbers and continuously update to ensure the staff establishment is accurate for payroll and reporting purposes.
  8. Report on HR indicators on monthly basis to regional and Head office in coordination with HR Manager.
  9. Contact person for all monthly Payroll related issues, ensures timely data is provided by the field offices in the correct templates. Consolidates and verifies for onward submission.
  10. The preparation of relevant HR documentation e.g., contracts, end of probation monthly reports, send offer package to new selected staff and prepare new staff packs.
  11. Assisting with quality control/checks on all outgoing documentation.
  12. Ensuring the exit/employee separation checklist is fully completed in accordance. with NRC SOPs. Notices are timely served, NRC and employee obligations fulfilled, exit interviews documented, clearance and handover documented, and final payments done.
  13. Ensure quality, accuracy and completeness staff data in NRC People.
  14. Provide trainings to HR team on staff data management in NRC People.
  15. Any other duties assigned.

Job Requirements:

Generic Professional Competencies:

  1. A bachelor's degree or equivalent in Human Resources, Business Administration, Organization Development, Organization psychology or related field.
  2. A minimum of 3 – 5 years of progressive leadership experience in Human Resources positions in INGO.
  3. Specialized training in employment law, compensation, organizational planning, organization development, or employee relations is an advantage.
  4. Ability and willingness to travel throughout Afghanistan.
  5. Able to establish and maintain healthy working relationships with staff in course of work.
  6. Medium proficiency in Microsoft Excel, Word, Outlook, and Internet Explorer.
  7. Able to deliver effective results, meet tight deadlines and targets.
  8. Good judgment and decision-making skills.
  9. Experience with start-up, exit or similar.
  10. Experience from working as an HR Coordinator in a humanitarian/recovery context.
  11. Previous experience working in complex and volatile contexts.
  12. Documented results related to the position's responsibilities.
  13. Knowledge about own leadership skills/profile.
  14. Fluency in English, both written and verbal.
  15. Knowledge of the local languages Dari, and Pashto.
