Muslim Hands Afghanistan – MHA obtained formal registration from the Ministry of Economy in Afghanistan with registration No. 141 in 2005, and is now firmly established with its Headquarters in Kabul, and is fully engaged in relief and development activities in different parts of the country. The work of Muslim Hands in Afghanistan involves; improving the lives of poor and vulnerable through the provision of education, health, WASH, Protection, Livelihood, advocacy, Agriculture and other specialized projects in food security, water purification and sanitation schemes, orphan sponsorship scheme, income generation activities and emergency aid / relief activities in Afghanistan. Muslim Hands Afghanistan aims struggling its way to build a secured society through its core competencies including Health, WASH, Education, Emergency Relief, Food security, Livelihood and Protection. Muslim Hands Afghanistan was formed by a group of professionals and today it is blessed with +100 members include men, women and youth from different skill sets including medical professionals, Program and operation experts, and other professionals in non-profit sector. Muslim Hands Afghanistan is working under the effective leadership of nine national and international members of its board of trustees.

Job Descriptions:

The Procurement Coordinator will work under the guidance and direct supervision of the Head of operation. The incumbent is responsible for the development and implementation of strategic and effective procurement services reflecting international public procurement best practices, compliance with MHI procurement policy, rules, regulations and procedures, ensuring appropriate risk management and obtaining the best value for money for the acquisition of goods, services and the contracting of works.

 

Duties & Responsibilities:

 

  • Manage and guide procurement processes for the acquisition of goods and services for the organization in compliance with the MHI procurement policies, rules, regulations and procedures.
  • Ensure that the country's Procurement set-up adheres to MHI procurement manual, policies, donor regulatory and public procurement principles & standard requirement
  • Develop tender documents, ITB, RFQ, , or RFP solicitation documents in accordance with MHI Procurement Policies and Procedures,
  • Prepare and publish general and specific procurement notice / invitation for bids and work closely with user deportment to ensure that terms of Reference or technical specifications are obtained timely from relevant technical deportment.
  • Conduct the pre bid meeting and provide clarification to the bidder queries in term of specification, criteria and payments.
  • Manage the bid opening event, receipt of quotations, bids or proposal and furthermore proceed the evaluation for the award of contract in accordance with MHI procurement policy.
  • Facilitate Evaluation of bids received for  goods and services and prepare bid evaluation report for necessary approvals.
  • Develop purchase order, notice to proceed, contract, contract renewal or extension.
  • Provide technical support and guidance to the different units with regards to procurement procedures and advise as appropriate on the most cost effective and efficient methods in procuring goods and services.
  • Develop procurement plans for active grants, in collaboration with program Coordinators/Managers and internal and external partners to support program implementation.
  • Ensure that goods and services are procured in accordance with the specified requirements and quality and furthermore required quantity are received at fair and reasonable prices, and within required timeframes.
  • Participating in contract monitoring and administration by ensuring that in close liaison with the technical departments that all procurement contracts are efficiently managed monitored and timely completed in order to get the value for money (good quality at a lower cost) in collaboration with technical departments.
  • Prepare Annual and monthly Procurement Plan for the Muslim Hands International.
  • Set up a filing and record keeping system that ensures that procurement records are easily retrievable and available for procurement audits maintain complete procurement files and records including all correspondence related to procurement activities seek legal advice where appropriate.
  • Review procurement documents before payment. Maintain procurement tracker/database updated for all PRF received, bids in process, contract awarded, contract ended or terminated.
  • Maintain close coordination with the MH UK procurement unit for technical advice and guidance.
  • Prepare monthly, quarterly and annually consolidate procurement reports and other reports as needed.
  • Perform other duties as may be assigned by the Head of Operation.

Job Requirements:

  1. Qualifications:
  • Bachelor ’s degree in relevant field such as Business Administration, Economics and in other.
  1. Experience:
  • 5 to 7 Years experiences in procurement and contract management.
  • At least 3 -5 Years’ experience in similar position in procurement at International or National NGO is required.
  • Experience in preparation of financial reports, financial statements, budgeting, budget vs actual reports, fund statement, accounts closing & reconciliation and bank reconciliation.
  1. Computer & Other Skills:
  • Advanced computer skills on MS Excel and working knowledge of MS office.
  • High attention to detail and excellent analytical skills
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team

 

  1. LANGUAGES:  
  • Excellent Language proficiency in spoken and written Dari, Pashto, English.
