Afghanistan Rehabilitation and Educational Program (AREP) was established in 1994 as an independent non-governmental, non-profit organization, AREP's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, the development and growth of the organization have been through an evolutionary process, AREP is registered with the Ministry of Economy and member of Education International, ACBER, ANCB and DUKE OF EDINBURGH’S (The International Award for Young People).

AREP is working for women, youths, and children where disability is the top priority among the AREP's three targeted groups in three  main  AREP  core  competencies/  technical  expertise,  a):  EDUCATION  (Formal  and  Informal education, b): CAPACITY BUILDING, Vocational Education Skills Trainings, Awareness Initiatives (Civic Education, Human Rights, Anti-Corruptions, Access to Justice, Peace Building & Conflict Resolution)  and  other  trainings for aforementioned target groups]  &  c): COMMUNITY DEVELOPMENT providing them assistance in multi-cultural program, government and community dialog, peacebuilding and Rehabilitation & Small Infrastructure) throughout Afghanistan.

Job Descriptions:

The coordinator will serve as the M&E focal point in the Main Office and Regional Office. He / She will be responsible for field visits, providing monitoring and evaluation services including technical assistance in data collection, management and analysis, and building capacity of the Afghanistan Rehabilitation Education Program(AREP). Promote the integration of results-based management in programmers at the regional level. He/she supports and makes follow-ups of the Program Quality Monitoring report. M&E Senior Officer reports operationally directly to the Head of Office and technically reports to the Planning Monitoring, Evacuation Unit.

Key Duties and Responsibilities:

  • Coordinate the development of a comprehensive overall monitoring and evaluation framework, toolkits including performance indicators and benchmarks for each aspect of the provincial staff, Master trainers and beneficiaries team to ensure transparency and accountability in compliance with the company's overall strategic directions;
  • Recommend and implement a systematic approach to integrate thematically defined results indicators in Area Programs’ strategies and program formulation (input, output, outcome, impact);
  • Integrate periodic evaluations as an integral part of the Monitoring & Evaluation system;
  • Put in place systems and mechanisms for collecting data to monitor the development of defined indicators under the comprehensive reporting framework;
  • Develop a comprehensive reporting framework with provisions for rigorous impact assessment;
  • Led the development and implementation of the project’s M&E plan;
  • Design the monitoring and evaluation tools and forms;
  • Develop data collection procedures;
  • Led the development of the evaluation design, tools, protocols and procedures;
  • Oversee monitoring and evaluation of data collection activities, including logistics of form distribution and collection;
  • Ensure forms are filed according to compliance protocols;
  • Oversee internal communication on M&E progress and results;
  • Train data collection and other M&E staff as needed;
  • Conduct data quality assurance checks;
  • Oversee M&E database setup and management;
  • Conduct qualitative and quantitative data analyses;
  • Lead preparation of evaluation reports;
  • Develop and implement a research agenda;
  • Draft M&E reports for the Head of the program, Executive Director and other Donor Agency
  • Reviewing an M&E management framework/system of AREP.
  • Working in necessary coordination with the other relevant stakeholders and implementing agencies with the assistance of M&E officers to establish agency-specific M&E frameworks and systems.
  • Collect necessary data and undertake necessary analysis of the data collected, evaluate the project implementation in terms of achievement of project development objectives and compliance with the project development objectives. 
  • Undertake any other action as instructed by the competent authorities.
  • Conduct M&E visits to the project sites all over the country.
  • Develop the weekly, monthly, quarterly and final evaluation reports.

Job Requirements:

  • At least bachelor, social sciences, business administration or equivalent, MA preferable
  • Prior experience working with USAID agency and project implementation, grants, contracts and
  • Fluency in Dari or Pashto with strong communication skills with fluency in the English language required.
  • Five to six years of work experience within international or local NGOs or other relevant organizations on capacity-building projects
  • A minimum of three years of practical experience in similar positions.
  • Ability to conceptualize, design and plan for projects and to prepare reports and proposals.
  • Able to manage and plan the work effectively and meet deadlines.
  • Ability to establish working relationships with the government and non-government organizations and effective outreach and networking
  • Ability to build close working relationships and trust with the Project team in relation to program implementation.
  • Ability to build strong lines of communication with stakeholders and within the team;
  • Ability to travel to all 34 provinces of Afghanistan
