Human Management and Leadership Organization (HMLO) is a national non-profit organization, founded in December 2020 and registered with the Ministry of Economy of Afghanistan. Based in Kabul, HMLO is dedicated to empowering war-affected communities by delivering quality social services to the most deprived and marginalized. Founded by a group of patriotic individuals, the organization focuses on capacity building and social interventions in education, health, youth and women empowerment, emergency response, and governance. HMLO prioritizes grassroots involvement and mobilization of women and youth to promote peace and development, with partnerships including USAID, WHO, and UN-WOMEN.

 

 

 

 

Job Descriptions:

Key Responsibilities:

  1. Human Resources Management System (HRMS) Development and Maintenance

    • Design, update, and implement HR management systems (HRMS) tailored to the needs of emergency projects in Southeast and Kandahar.
    • Ensure that the HRMS aligns with organizational policies and legal regulations, as well as donor requirements.
    • Regularly audit and enhance HR processes, ensuring efficiency in recruitment, onboarding, performance management, and staff retention.
  2. Masterfile Preparation and Maintenance

    • Develop and maintain a comprehensive HR masterfile that includes all relevant employee data, contract terms, personal information, and records of employment.
    • Ensure that the masterfile is up-to-date, accurate, and in compliance with both internal standards and donor requirements.
    • Implement a secure and accessible filing system to ensure confidentiality and ease of access for audits or reporting.
  3. Recruitment and Staffing for Emergency Projects

    • Oversee recruitment processes, ensuring timely and efficient hiring of qualified staff for emergency projects in Southeast and Kandahar.
    • Collaborate with project managers to determine staffing needs based on project demands, especially in times of crisis.
    • Conduct interviews, oversee the selection process, and ensure proper onboarding of new employees.
  4. Capacity Building and Employee Development

    • Identify training needs and implement capacity-building programs for staff, focusing on skills required for emergency response and donor-funded projects.
    • Support team leaders in developing career development plans for staff, particularly those engaged in emergency projects.
  5. HR Compliance and Employee Relations

    • Ensure all HR policies comply with Afghan labor laws, donor regulations, and organizational guidelines.
    • Act as the focal point for employee grievances and disciplinary issues, ensuring fair and consistent resolution processes.
    • Support managers in implementing performance management processes, including evaluations, feedback, and corrective actions.
  6. Coordination with Donors and Reporting

    • Serve as the key HR point of contact for donors, ensuring timely and accurate HR-related reporting and compliance with donor requirements.
    • Collaborate with finance and project teams to ensure donor HR guidelines are integrated into recruitment, payroll, and staff management processes.
    • Provide HR data for donor reports, such as staff lists, salaries, and any relevant HR changes that impact project delivery.
  7. Emergency Preparedness and Response

    • Collaborate with project teams to develop and implement staffing strategies for emergency preparedness and response.
    • Ensure that HR policies are adapted to handle the unique challenges posed by working in emergency environments, including rapid hiring, staff safety, and deployment in field locations.
  8. Performance Monitoring and Staff Retention

    • Track staff performance, ensuring alignment with project goals and donor expectations.
    • Develop strategies to retain key personnel, especially in high-risk or high-turnover areas such as Southeast and Kandahar.
  9. Coordination with Field Offices and Provincial Teams

    • Ensure close coordination between the HR department and field offices in Southeast and Kandahar to manage HR needs for field staff.
    • Provide HR support for field teams, ensuring proper staffing, welfare, and adherence to policies in remote and emergency project locations.
  10. Budgeting and HR Planning

    • Assist the finance department in preparing HR-related budgets, ensuring appropriate funding for staff salaries, benefits, and other HR needs.
    • Regularly review and adjust HR plans in coordination with project timelines, ensuring adequate staffing levels for ongoing and upcoming projects.

Job Requirements:

Educational Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, Management, or a related field.
  • Master's degree in HR, Public Administration, or a related discipline is preferred.
  • Additional certification in HR Management (e.g., SHRM-CP, CIPD) or Project Management is an asset.

Experience Requirements:

  • Minimum 7 years of progressive experience in human resources, preferably within an NGO or humanitarian organization.
  • At least 3 years of experience in HR management roles, with a focus on managing HR in emergency projects and conflict zones.
  • Proven experience working in complex and high-pressure environments, particularly in the southeast or Kandahar regions of Afghanistan, or similar locations.
  • Prior experience with HRMS development and implementation.
  • Experience in coordinating with international donors, understanding their compliance requirements, and reporting HR-related data.

Technical Skills and Knowledge:

  • Strong understanding of Afghan labor laws, NGO compliance standards, and donor HR policies.
  • Proficiency in developing and maintaining HR masterfiles, including managing sensitive employee information.
  • Knowledge of recruitment processes and talent management in emergency response situations.
  • Familiarity with capacity-building initiatives and employee development plans.
  • Advanced skills in Microsoft Office (Excel, Word, PowerPoint) and HR software for managing payroll, performance, and HR databases.
  • Ability to write clear and effective HR reports for donors and internal stakeholders.

  • Leadership and Management Skills: Ability to lead an HR team and collaborate effectively with project and field staff.
  • Problem-Solving: Demonstrated ability to resolve conflicts, address employee grievances, and ensure smooth HR operations under pressure.
  • Communication Skills: Excellent written and verbal communication skills, particularly in liaising with donors, staff, and external stakeholders.
  • Cultural Sensitivity: Experience working in diverse cultural settings, particularly in conflict or emergency zones.
  • Organizational Skills: Ability to multitask and prioritize tasks in a high-stress environment with competing demands.
  • Adaptability: Willingness to travel to remote project sites in Southeast and Kandahar, and work in challenging and changing conditions.

Languages:

  • Fluency in English (written and spoken) is essential.
  • Fluency in Pashto and Dari is required for effective communication with local staff and communities.

Additional Requirements:

  • Experience with budgeting for HR-related expenses in donor-funded projects.
  • Ability to work effectively in emergency settings, maintaining staff welfare and safety.
  • Willingness to travel regularly to field offices and project sites across Southeast and Kandahar, as needed.
