Context:

 

Under the overall supervision of the Head of Programme and Operations and the direct supervision of the Programme Coordinator (Economic Resilience) and, in coordination with Regional Coordinators, Head of Sub Offices (HoSO), and other programme units, the successful candidate will be responsible and accountable for managing all activities related to Livelihoods and Economic Resilience across different projects and donors.

Job Descriptions:

  1. Contribute to the development of strategic plans for livelihoods and economic resilience initiatives in Afghanistan, focusing on SME support, skill development, income generation, cash-based interventions, cross-border trade initiatives, HACCP/ISO certification, marketing and branding support to SMEs, and business advisory services. This includes the formulation of SMEs and business development strategies specific to Afghanistan.

 

  1. Assist in the coordination, implementation and monitoring of the operational, administrative and financial aspects of the Economic Resilience project activities. This includes tailored support to SMEs, asset replacement, provision of business development services, skill development (apprenticeship, TVET), employment retention, cash-based initiatives including cash for work, entrepreneurship development training, business coaching, and mentoring, in accordance with IOM policies and practices as well as donor’s requirements. Additionally, served as Officer-in-Charge (OIC) in the absence of a supervisor.

 

  1. Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation especially in areas such as skill development, employability, enterprise development, the livelihoods and SME ecosystem in Afghanistan, business development services, and other livelihoods and economic resilience initiatives.

 

  1. Participate in the development and adjustment of work plans, project budgets, procurement plan, beneficiary assessment tools, skills training and assessment tools, briefing notes, presentations, Monitoring & Evaluation tools, guiding documents, and Standard Operations Procedures. 
  2. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, key performance indicators, best practices, potential risks and challenges, success stories, and other relevant materials.

 

  1. Work closely with other units, including support functions, programme and operations teams, Heads of Sub-offices (HoSOs), and Regional Coordinators (RCs) to ensure effective coordination and integration of livelihoods and economic resilience activities into the overall program framework of the Area of Return approach centered in CRCs.

 

  1. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. 
  2. Liaise and coordinate with donors, partners, United Nations agencies, local authorities, communities and stakeholders i.e. AWCCI, ACCI, SCSC and de-facto counterparts such as MoCI, MoLSA, MoEc, MAIL emphasizing collaboration on all the activities related to livelihoods and economic resilience.

 

  1. As a Livelihoods and Economic Resilience Expert, contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff in the field,  public and civil society partners, implementing partners and communities.  

 

  1. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.

 

  1. Participate in the preparation of project proposals and a diverse range of communication products, concept notes, project briefs and other planning documents.
  2. Facilitate community consultations, ensuring local perspectives are integrated, and emphasize gender and social inclusion for equal opportunities in livelihoods and economic resilience initiatives. Maintain synergies with UN Sustainable Development Goals (SDGs) and coordinate community outreach and sensitization efforts with the Community Engagement and Accountability unit.

 

  1. Supervise and provide training and technical guidance to project staff across the mission.

 

  1. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.

 

  1. Perform other related duties as required.
