ACTED Afghanistan:

ACTED is working in 20 provinces in Afghanistan around the country. These provinces are affected by natural and man-made disasters. ACTED provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

ACTED manages several initiatives, including the REACH Initiative. REACH’s purpose is to provide granular data, timely information, and in-depth analysis to support the humanitarian community’s decision making and planning capacity for emergency, reconstruction, and development contexts. The work of the REACH Initiative directly feeds into aid response and decision-making by providing accessible and precise information on the humanitarian situation of crisis-affected populations.

REACH Initiative has been present in Afghanistan since 2016, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services.

Job Descriptions:

Job Purpose:

ACTED is seeking an experienced candidate, who has previously managed field teams of staff in implementing quantitative and/or qualitative assessments - ideally in a humanitarian setting. Under the supervision of the Program Manager/Project Specialist, and in Coordination with the Assessment Officer and the field operations team, the Senior Project Officer will manage all operations for REACH’s field activities as part of a REACH-led to facilitate area-based response planning and implementation. The candidate should both be comfortable in managing teams of Enumerators as part of field research, and also representing REACH in local project coordination with other field-based project officers from other organisations for project implementation, to ensure that activities are implemented in line with the project goals.

Key responsibilities:                        

Under the line-management of the Program Manager/Project Specialist, the Senior Project Officer will fulfill the following functions:

  1. Staff management
  • Support in training of all Field Officers on data collection, sampling, survey methods, and other training topics
  • Liaise with each Field Officer about the weekly / biweekly work plan
  • Assure the attendance of Field Officers at trainings, and any other mandatory meetings, sessions etc.
  • Enforce Field Officers’ compliance with the ACTED code of conduct in Afghanistan
  • Enforce Field Officers’ compliance with the ACTED safety and security measures in Afghanistan
  • Timely flag any issues with the Field Officers, deadlines, or anything influencing the data collection at field level to the Programme Specialist
  • Report any misconduct from the Field Officers that affects the field work and safety of the assessment activities
  • Assure Field Officers attendance at their monitoring sites
  • Preparation of work/operational plan in coordination with management/program manager .
  • Follow up on relative project progress to achieve set objectives in a given time frame.
  • Be informed on Project day to day activities and be able in the absence of Program Manager to answer inter-departmental queries
  • Establish/Maintain good relationship with other departments and stakeholders
  1. Project Management and Design
  • Manage and oversee all aspects of project planning, development and implementation at field level, to ensure project outcomes are achieved on time, on budget, to quality standards and within agreed scope in line with established agency project management methodology.
  • Support in tool design and translation in coordination with the programme specialist and assessment officer, using local contextual knowledge.
  • Support programme specialist and assessment officer in providing review and contextualization of analysis and outputs, based on local knowledge and field experience.
  1. Oversight of Project Data Collection in the Field
  • Collect completed forms from the Field Officers, check them, and send them to Kabul.
  • Work with Field Officers and other field staff and ensuring they receive all essential support from Kabul.
  • Provide support in preparing training materials for the field staff and project stakeholders if involved.
  • Work with Field staff to identify and resolve problems that cause project delivery
  • Assure that data collection takes place according to plan, and based on the work plan designed, through daily progress tracking
  • Communicate any delay in data collection, due to security events or any other challenges that impede work in the field.
  • Follow up and ensure that Field Officers comply with deadlines of all requested work.
  • Conduct debriefings with Field Officers in the field as needed.
  • Conduct daily data cleaning and coordinate feedback to field teams, based on input from Data unit, to assure the quality of the data collected based on REACH quality standards.
  1. Coordination
  • Provide timely updates to the Programme Specialist on field issues to be followed up on at national level related to any challenges and difficulties related to the field work.
  • Coordinate activities with partners and other interested organisations in the field location.
  • Represent REACH in local coordination meetings with partners, and ensure that all REACH activities are being carried out in coordination with the project activities.
  • Liaising with project stakeholders concerning project details and deliverables

The Senior Project Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH/ACTED and its partners, or collected during his/her assignment with REACH/ACTED.

Job Requirements:

  • Excellent academic qualifications, including a Bachelor degree in relevant discipline (Master degree will be preferred);
  • At least 3 years of relevant working experience with humanitarian organizations
  • Previous experience leading others leadership qualities, such as motivation techniques and conflict-management
  • Previous experience with data collection in the field, including mobile data collection platform
  • Computer literacy for spreadsheet and word processing software
  • Time management skills, especially familiarity with calendar management and goal setting
  • Knowledge of project management processes
  • Ability to think creatively in terms of tool and process development.
  • Flexibility and adaptability to ever-changing needs and responsibilities
  • Ability to work both independently, and as part of a team.
  • Strong leadership skills
  • Fluency in English required
  • Strong translation skills
