CRS began working with local partners in Afghanistan in 1998 and launched its own direct operations in 2002. CRS carries out development and emergency relief efforts in Afghanistan with a focus on rural livelihoods through diverse programs that promote food security, natural resource management, and access to quality primary school education for marginalized communities and emergency response as needs arrive. CRS currently maintains 5 main provincial offices in Kabul, Bamiyan, Ghor, Daikundi and Herat provinces, as well as sub-offices that support the direct implementation of program activities.

Job Descriptions:

CRS is seeking qualified and well-experienced Field Assistants for a BHA-funded Fostering Resilience in Afghanistan through Multi-Sector Emergency Support (FRAMES II) project. FRAMES II is a complex humanitarian program that aims to support vulnerable households and communities to meet their basic needs and enhance the resilience of vulnerable populations through a multisectoral approach including livelihoods support, WASH, shelter and cash-for-food support. Under the supervision of the Senior Project Officer, as a Field Assistant, you will work closely with communities to identify needs and preferences, engage them throughout project activities, and monitor project activities. You will assist emergency programming field activities by working directly with community members in support of CRS’ work to serve the poor and vulnerable.

Roles and Key Responsibilities:

  • Support programming activities at the field level, including beneficiary identification and verification; cash, voucher, and in-kind distributions; post-distribution monitoring; trainings; SBC activities, etc. contributing to ensuring quality implementation.
  • Contribute to ensuring accountability to project beneficiaries and local stakeholders
  • Support the monitoring of project activities at the field level, per the MEAL plan through collection of data.
  • Providing field-level oversight of protection and safeguarding risks associated with shelter programming, and escalating any concerns according to CRS Safeguarding Policy
  • Support community mobilization efforts through communication and information sharing with project beneficiaries at the community level.
  • Play a key role as community focal points for the implementation of FRAMES II project activities messaging.
  • Support assessments by working with communities to ensure that their needs and preferences are reflected in project activities and decision making (e.g. specific topics for trainings; preferences about shelter structures; etc.)
  • Assist in compiling data from households, villages and districts as requested

Job Requirements:

  • High School Diploma required.
  • Minimum 1-2 years’ work or volunteer experience in supporting community development and mobilization with NGO and with and I/NGO would be a plus.
  • Strong community facilitation/training skills required.
  • Excellent communication skills and good judgment regarding problem-solving

Preferred Qualifications

  • Experience working independently and within a team of national and international staff
  • Experience in household-led shelter and food security programming a plus.
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams) a plus.

 Key Working Relationships:  

Internal:  Senior Project Officer, MEAL Project Officer, Senior Engineer, Shelter TA, Program Manager, SBC Officer

External: Project Participants, Community Members.

Required Languages – Fluent in Dari. Working knowledge of Pashto and English a plus

Travel – The position will be based in CRS Herat office, with up to 90% of anticipated travel to project communities, and the CRS sub-offices. The position may also require occasional travel to other CRS offices in Afghanistan for workshops and trainings.
