Job Descriptions:

Duties and Responsibilities:

  • Support the continuous quality improvement of integrated and stand-alone RMNCAH programs including service delivery in clinical and community-based settings.

Contribute to the implementation of the RMNCAH -MoPH strategy at the facility and community-based settings.

Main duties:

  • To improve achievement on RH-related indicators through effective supervision, coordination; involvement in RH target setting, and providing technical support to RMNCAH staff.
  • To orient the related staff on target setting.
  • To facilitate the flow of communication between the field RMNCAH staff, AADA main office, and other stakeholders.
  • To monitor and evaluate the activities of midwives in HFs, giving feedback and support.
  • To participate in joint monitoring with MOPH, donors, or other stockholders at the provincial level, in case needed.
  • To ensure the quality of services in FHHs, and staff performance on RMNCAH indicators.
  • To conduct need assessments of related field staff and facilitate training/workshop opportunities inside or outside of AADA.
  • To play major roles in the use of tools to systemically evaluate the quality of services in FHHs of the “Increasing Access to RMNCAH” project.
  • To attend and represent AADA in required meetings at provincial levels or central, if required.          
  • prepare monthly activity reports and submit them to the related line manager in AADA main office.
  • To follow up with FHH supervisors, and community midwives according to the prepared monthly action plan.
  • To be part of the Management team in the sub-office and involved in the RMNCAH staff appraisal process.
  • Accountable, and reporting to related project manager and AADA- RMNCAH Manager in Kabul.
  •  Analyze the RMNCAH indicators to ensure the RMNCAH staff performance based on the Payment for Performance policy.
  • To follow up monthly feedback for HFs to reflect the strong and weak points along with an action plan which will be provided by the provincial project manager.
  • attend regional RH workshop each quarter and provide the required presentation. 
  • To provide and submit on-time mission/activity reports to his/her line supervisor on a daily/ weekly basis (written document or e-mail).

To ensure that each HF under her supervision is visited at least once per quarter.  

To perform any other official task assigned by the line supervisor, and main office teams.

Capacity Building and Mentorship

  • In collaboration with the PMU Manager, establish and maintain regular communication with Community Midwives throughout the District’s FHHs through mechanisms such as Brushers, Guidelines, treatment Protocols, go-to meetings, etc.
  • Review and disseminate key best practice guidelines documents and provide individual support to RMNCAH main office for implementation.
  • Using guidelines on ‘RMNCAH” and with support from PMU Manager for knowledge management and learning, organize training materials, conduct capacity building of team members and community Midwives during field visits, remote support, and through distance learning modalities (In case of availability of internet in remote districts);
  • Using a consultative process to identify and prioritize technical guidance needs for RMNCAH programming (i.e., Maternal health, Child Health, Adolescent Health, Family Planning, Antenatal Care, Intra natal Care, Postnatal Care, Newborn Care, etc.).

Representation and Reporting

Participate in internal and external technical meetings/working groups in order to contribute to learning on RMNCAH, share RMNCAH’s successes and challenges in RMNCAH programming, and learn about promising and best practices for RMNCAH’s learning.

  • Participate in networking on technical issues with other health NGOs with a view to identifying and facilitating partnership opportunities with guidance from the AADA-RMNCAH team at the main office, regional UNFPA regional office, and PMU Manager.
  • Develop monthly work plan and discuss with supervisor and other technical staff as needed.
  • Perform other duties as assigned by PMU Manager. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all-inclusive.

Job Requirements:

  • Graduate from a recognized Medical University (MD) or Midwifery Education institution.
  • At least 3 years of experience in the related field is required. (Health management & Reproductive health);
  • Fluency in Dari/Pashto and knowledge of the English language.
  • Administrative, management, and organizational skills, including time management required.
  • Proficiency in computer applications and presentation skills are essential: MS Word, MS Excel, MS PowerPoint, and others.
  • Strong interpersonal and communication skills.
  • Ability to travel extensively in the field.
