About WSTA:

Watan’s Social and Technical Services Association (WSTA) is a Nonprofit and Non-Governmental Organization which was established in 1992 with the aim to provide humanitarian assistance to vulnerable Afghan communities. WSTA is registered with the Ministry of Economy under license number 352, and with UNOPS office, based on code No. WON and registration No. OPS-CR-0535. WSTA is member of ANCB and ACBAR.

Since its establishment, WSTA has supported the most vulnerable and conflict affected men, women and children. We have partnered with UNHCR, UNOCHA, UNWFP, IOM, IRC, Care International, Australia Aid, Canada Fund and Relief International to provide humanitarian aid by over 200 projects implemented across 20 provinces of Afghanistan. With our headquarter in Kabul, we have 10 active provincial offices in Parwan, Bamyan, Ghazni, Nangarhar, Paktia, Khost, Paktika, Panjshir, Herat, Daikundi and active presence in Kandahar and Balkh. Currently WSTA has 400 active employees which includes 320 males and 80 females. WSTA provides livelihood, vocational training, education, shelter, water and food assistance to most vulnerable communities particularly women in Afghanistan.

Job Descriptions:

The Proposal Writer will be responsible for developing and writing high-quality proposals and concept notes that effectively communicate WSTA's mission and program goals to donors and funding partners. The role requires extensive collaboration with program teams to gather necessary information, develop compelling narratives, and meet submission deadlines. The Proposal Writer will ensure all proposals align with donor requirements and WSTA’s strategic objectives, contributing to securing the funding needed to support WSTA's programs.

Key Responsibilities:

Proposal Development:

    • Write and develop concept notes, proposals, Expressions of Interest (EOIs), Requests for Proposals (RFPs), and other fundraising materials tailored to various donor requirements.
    • Collaborate with program teams to gather necessary information, including project objectives, activities, outcomes, deliverables, implementation methods, staffing, budget, and timelines.
    • Research and analyze donor guidelines, funding trends, and strategic priorities to align proposals with donor expectations.
    • Develop and manage proposal schedules, ensuring deadlines are met and submissions are timely and compliant.

Content and Technical Writing:

    • Produce well-structured, clear, concise, and persuasive proposals and reports that effectively communicate WSTA's program strategies and objectives.
    • Revise, edit, and proofread proposals to ensure consistency, quality, and compliance with donor requirements.
    • Develop executive summaries, project narratives, and other proposal sections in collaboration with technical experts and program managers.

Donor and Stakeholder Engagement:

    • Maintain and update a database of potential donors and funding opportunities, including contact details, funding priorities, and application deadlines.
    • Engage with donors, partners, and stakeholders to understand their needs, priorities, and expectations.
    • Support the organization in building and maintaining relationships with donors, funding agencies, and other.

Coordination and Collaboration:

    • Work closely with the Program/ finance department to develop accurate project budgets and ensure alignment with narrative proposals.
    • Coordinate with the monitoring and evaluation (M&E) team to incorporate data, lessons learned, and impact assessments into proposals and reports.
    • Prepare presentations, briefing materials, and donor correspondence related to funding opportunities and proposals.

Monitoring and Learning:

    • Monitor the proposal process, gather feedback, and assess the success rate of proposals to continuously improve proposal-writing strategies.
    • Conduct regular research to identify new funding opportunities and stay updated on industry trends and best practices in proposal writing.
    • Provide training and capacity-building support to program staff on proposal development, donor engagement, and fundraising strategies.

Job Requirements:

  • A Bachelor’s degree in BBA, Development Studies, International Relations, Social Sciences, Communications, or a related field. A Master’s degree is preferred.
  • A minimum of 5 years of experience in proposal writing, fundraising, or a related role within the NGO or humanitarian sector.
  • Proven experience in developing successful proposals for institutional donors, such as UN agencies, international NGOs, and government agencies.
  • Excellent writing and editing skills, with the ability to produce high-quality, persuasive, and technically sound proposals.
  • Strong research, analytical, and critical thinking skills.
  • Experience working with program teams to design and articulate project goals, objectives, and outcomes.
  • Familiarity with donor compliance, funding mechanisms, and proposal requirements.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and experience with proposal management tools.
  • Fluency in English; knowledge of local languages is an asset.
