About Ministry of Finance:

The general directorate of the national budget is one of the pillars of public financial management, which has always made efforts to ensure financial discipline and is responsible for arranging the national budget, implementing the national budget, and monitoring and reporting on the country's national budget. After the political developments and the establishment of the government of the Islamic Emirate of Afghanistan, despite the suspension of international aid to Afghanistan, the General Directorate of the National Budget was able to make allocations and adjustments for the implementation of salaries and necessary expenses, considering the limitations of national resources. Provide government departments from domestic sources without relying on the help of the international community

Job Descriptions:

The Senior Budgets Analysis Specialist will work under the direct Supervision of the Director General Budget. The main purpose of this position is to provide technical and strategic assistance to DG Budget in economic and financial analysis of different policies/strategies, initiation of new concepts/proposals, and implementation of strategic key reforms and capacity development of existing staff.

Job Requirements:

Summary of Key Functions:

  • Policies/Strategies development for improvement of Directorate General Budget performance and help the relevant units in implementation of key existing reforms;
  • Overview of different norms and procedures,  Prepare briefs, presentations, budget economic analysis reports and concept papers;
  • Provide advisory support to DG Budget whenever required;
  • Capacity development, ensure facilitation of PFM knowledge building and knowledge sharing within the Budget Department existing staff;

Detailed Job Description:

  • Initiation and development of Policies/Strategies documents/papers for enhancement and improvement of DG Budget performance and implementation of key PFM reforms;
  • Prepare and provide different budgetary analysis reports considering the financial and economic challenges and the budgetary deficits with the feasible solutions and way forward;
  • Assist the Budget Sectors and policy department units in preparation of different budgetary reports, briefs and other required documents;
  • In coordination with Budget Policy department, Work closely with the Fiscal Policy and Economic Analysis Directorate to find the correct allocation of resources through the Medium Term Budget Framework (MTBF) within the resource ceilings of the Medium Term Fiscal Framework (MTFF)
  • Review of different policies, norms and other documents sent to Ministry of Finance/DGB by the line ministries and provide technical inputs and economic analysis;
  • Draft policies, concept papers and briefing notes to the management on key PFM issues;
  • Prepare the Directorate General Budget strategic and annual plans. Regular Monitoring and follow up of the plans and  provide report to the management;
  • Assist DG Budget with strategic orientations and decisions within the Budget department;
  • Capacity development of the current DGB staff and Provide technical assistance as and when required to Budget departments units managers;
  • Ensure facilitation of PFM knowledge building and knowledge sharing within the Budget Department of the MoF;
  • Organizing meetings, workshops, conferences and information sharing and presentation events to the Budget Department staff and line ministries;
  • Assist the Budget department in implementation of key budgetary reforms, introducing of new cost saving norms/policies which positively affect the expenditure management;
  • Undertake any other activates as assigned by the DG Budget.  

 

Other Tasks:

Any other tasks and responsibilities as required or requested by direct supervisor in line with the job context.

 

IV. Impact of Results

The assignment have the below outputs and results;

        • Capacity of budget department improved
        • Budget reforms in line with ANDS framework and priorities at national and sub national are implemented and the national budget processes are strengthened
        • Budget department meets its performance targets and drive the PFM reform agenda

Recruitment Qualifications:

Education & Experience:

  • Master or bachelor degree in development policy, organizational structure, program and project design business administration, economics or public administration.

Experience:

  • With Master Degree 5 years and with Bachelor Degree at least 7 years of relevant experience at the national or international level.

Language Requirements:

  •   Strong knowledge of National Languages (Written and Spoken) and English. Good knowledge of translation from English to Dari/Pashto vice versa.
