HRROA provides educational, facilitate technical vocational training for decent jobs, humanitarian, community development, agriculture modernization and recreations programs to people in needs.

Job Description

Job Summary:

The Monitoring and Evaluation (M&E) Officer is responsible for designing, coordinating, and implementing the monitoring and evaluation, research, and learning framework of the organization. The M&E Officer will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project, ensuring accountability and the overall effectiveness of the organization’s programs.

Key Responsibilities:

1. Monitoring and Evaluation System Development:

  • Design M&E Framework: Develop and implement an effective M&E framework for the organization’s projects and programs, ensuring alignment with strategic goals.
  • Indicator Development: Identify key performance indicators (KPIs) for monitoring project outcomes and impact, ensuring they are specific, measurable, achievable, relevant, and time-bound (SMART).
  • M&E Tools: Develop and manage tools and systems for data collection, analysis, and reporting.

2. Data Collection and Analysis:

  • Data Collection: Oversee the collection of data from the field, ensuring accuracy, reliability, and timeliness.
  • Data Management: Manage databases and ensure that data is stored securely and is easily retrievable.
  • Data Analysis: Analyze qualitative and quantitative data to generate insights on program performance and impact.
  • Reporting: Produce regular reports on the progress of projects, highlighting key findings, trends, and recommendations.

3. Capacity Building:

  • Training: Provide training and capacity-building support to program staff and partners on M&E tools, data collection methods, and analysis techniques.
  • Technical Support: Offer ongoing technical support to ensure the effective use of M&E systems and processes across the organization.

4. Program Improvement and Learning:

  • Feedback Mechanism: Establish feedback loops to ensure that lessons learned and best practices are integrated into program design and implementation.
  • Continuous Improvement: Identify areas for improvement and make recommendations to enhance the efficiency and effectiveness of programs.

5. Compliance and Quality Assurance:

  • Standards and Protocols: Ensure that M&E activities comply with organizational policies, donor requirements, and international best practices.
  • Quality Control: Monitor the quality of data collected and the effectiveness of the data collection processes.

6. Stakeholder Engagement:

  • Communication: Communicate M&E findings to internal and external stakeholders, including donors, partners, and beneficiaries.
  • Collaboration: Work closely with program managers and other staff to ensure M&E activities are well-integrated into program planning and implementation.

7. Reporting and Documentation:

  • Regular Reporting: Prepare and submit timely M&E reports, including progress reports, impact assessments, and case studies.
  • Documentation: Maintain comprehensive records of M&E activities, including methodologies, data sources, and analytical processes.

Job Requirements

Qualifications and Experience:

  • Education: Bachelor’s or Master’s degree in Social Sciences, Statistics, Development Studies or a related field.
  • Experience: Minimum of 3-5 years of experience in monitoring and evaluation, preferably in the development or humanitarian sector.
  • Skills:
    • Proficiency in M&E methodologies and tools.
    • Strong data management and analysis skills, including experience with statistical software (e.g., SPSS, STATA).
    • Excellent communication and report-writing skills.
    • Ability to work effectively both independently and as part of a team.
    • Strong organizational and multitasking abilities.
