Purpose of the Post

Needs for mental health and psychosocial support (MHPSS) and drug demand reduction (DDR) and harm reduction services in Afghanistan are significant due to the consequences of four decades of conflict and various social, economic, and political challenges faced by the population. The World Health Organization (WHO) acknowledges the critical importance of addressing these needs and is committed to providing accessible, quality MHPSS, and DDR services as an integral component of humanitarian response and commitment to building back better. To enhance the effectiveness and reach of MHPSS and DDR programs, the establishment of WHO sub-national focal points in Afghanistan is crucial for services scale up. These focal points will serve as the bridge between the WHO Country Office MHPSS, and DDR programs and regional communities, ensuring comprehensive, timely and contextually appropriate support.

Objectives of the program and the immediate strategic objective (Overview of the programme)

The primary objective of the Sub-National MHPSS and DDR Officer is to coordinate, advocate, and implement MHPSS and DDR activities at the sub-national level in Afghanistan, in alignment with national strategies, WHO and IASC MHPSS guidance. The four sub-national MHPSS/DDR Officers will conduct regular needs assessment and provide administrative, monitoring, evaluation and supervision support for proper implementation of the project within the targeted provinces. These focal points will facilitate collaboration and partnerships with relevant stakeholders, local authorities, UN agencies and non-governmental organizations to address the MHPSS and DDR needs of the population. These Terms of Reference provide a framework for the role of the Sub-National MHPSS/DDR Officers within the WHO sub offices in Balkh, Kandahar, Nangarhar and Herat, Afghanistan. The establishment of this role will contribute to the overall goal of enhancing well-being and providing accessible, quality MHPSS and DDR services at the sub-national level, addressing the unique needs of communities affected by emergencies and adversity.

    The incumbent will perform the following duties:

1. Coordinate and facilitate the implementation, monitoring, and evaluation of WHO MHPSS and DDR programs/projects at the sub-national level, ensuring alignment with national policies, WHO and IASC guidance.
2. Create- strengthen, facilitate and provide technical guidance to the subnational MHPSS TWG and DDR Task Force
3. Strengthen regional mental health and substance use disorder management facilities, through regular visits, technical guidance, assessment of needs, facilitation of procurement and enhancing capacity building opportunities
4. Coordinate capacity building activities at regional level including using WHO and IASC standard packages.
5. Collaborate with relevant government departments, local authorities, and key stakeholders to advocate for the integration of MHPSS and DDR services into broader health, humanitarian and development programs across sectors.
6. Conduct local-level needs assessments and mapping exercises to identify gaps and opportunities for MHPSS and DDR interventions at the sub-national level
7. Provide technical assistance, capacity building, and training to local healthcare professionals and other relevant sectors, including community workers, and volunteers regarding MHPSS interventions and psychosocial support.
8. Represent the sub-national MHPSS TWG in relevant national and regional forums and clusters.
1. Foster partnerships with local communities, non-governmental organizations, and community-based organizations to enhance MHPSS and DDR service delivery and community participation.
10. Monitor and report on MHPSS and DDR activities, outcomes, challenges, and best practices at the sub-national level, ensuring data collection and quality assurance measures are in place.
11. Support the integration of MHPSS and DDR elements into emergency preparedness, response and recovery plans at the sub-national level, in collaboration with relevant stakeholders.
12. Contribute to the development and dissemination of WHO and IASC MHPSS guidance, tools, and resources, contextualized for the sub-national context.

Qualifications Required

• Advanced degree in medicine, mental health, psychology, social work, or related field.

Experience

• Experience for at least 3 years in coordinating and implementing MHPSS, DDR or health programs/projects, preferably in challenging and resource-constrained contexts.
• Previous experience in working with WHO, other UN agencies or international NGOs in MHPSS is highly desirable.
• Strong and demonstrated knowledge of MHPSS and DDR concepts, principles, and evidence-based interventions.
