Purpose of the Post
Needs for mental health and psychosocial support (MHPSS) and drug demand reduction (DDR) and harm reduction services in Afghanistan are significant due to the consequences of four decades of conflict and various social, economic, and political challenges faced by the population. The World Health Organization (WHO) acknowledges the critical importance of addressing these needs and is committed to providing accessible, quality MHPSS, and DDR services as an integral component of humanitarian response and commitment to building back better. To enhance the effectiveness and reach of MHPSS and DDR programs, the establishment of WHO sub-national focal points in Afghanistan is crucial for services scale up. These focal points will serve as the bridge between the WHO Country Office MHPSS, and DDR programs and regional communities, ensuring comprehensive, timely and contextually appropriate support.
Objectives of the program and the immediate strategic objective (Overview of the programme)
The primary objective of the Sub-National MHPSS and DDR Officer is to coordinate, advocate, and implement MHPSS and DDR activities at the sub-national level in Afghanistan, in alignment with national strategies, WHO and IASC MHPSS guidance. The four sub-national MHPSS/DDR Officers will conduct regular needs assessment and provide administrative, monitoring, evaluation and supervision support for proper implementation of the project within the targeted provinces. These focal points will facilitate collaboration and partnerships with relevant stakeholders, local authorities, UN agencies and non-governmental organizations to address the MHPSS and DDR needs of the population. These Terms of Reference provide a framework for the role of the Sub-National MHPSS/DDR Officers within the WHO sub offices in Balkh, Kandahar, Nangarhar and Herat, Afghanistan. The establishment of this role will contribute to the overall goal of enhancing well-being and providing accessible, quality MHPSS and DDR services at the sub-national level, addressing the unique needs of communities affected by emergencies and adversity.
