The Agency Coordinating Body for Afghan Relief and Development (ACBAR), is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 203 National and International NGOs working in all sectors of humanitarian assistance and development in Afghanistan. Its activities focus heavily on information to its members and the aid community in general, coordination of activities at the national and regional levels, and advocacy on issues affecting the work of its members in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continued dynamism.
Responsibilities Summary
The Advocacy & Liaison Officer position is a full-time role that is responsible for providing support to the Advocacy and Communications Department of ACBAR in Afghanistan. The post holder will be responsible to support and implement advocacy, communication, access and capacity building activities. They will be responsible to improve members’ interaction with local authorities and assure ACBAR’s presence and contribution amongst NNGOs/INGOs, government, UN, and civil society forums. Additionally, they will be tasked with strengthening NGOs’ access and capacity building.
Essential tasks include the following:
• Support the development of ACBAR’s advocacy with researching, analyzing, strategizing, executing, monitoring and evaluating the roll-out of the department’s strategic objectives.
• Provide context analysis reports, performance tracking and feedback.
• Contribute to all kinds of advocacy events activities; workshops, campaigns, research, working groups, civil society/government in the designated region.
• Represent the Regional Manager and ACBAR in meetings whenever the RM is absent, with analytical briefing and follow up.
• Assist in strengthening relationships with member NGOs, line ministries, humanitarian actors and civil society organizations to promote a collaborative engagement in the region/province.
• Contribute to the preparation of various written reports; documents and communications, draft monthly tracking record sheet, field mission reports, briefings, presentations, etc.
• Support the Regional Manager’s activities and field missions; participate in field trips to undertake in-depth reviews and cover areas of advocacy and coordination mechanisms.
• Interpret and translate findings and meetings from and into the local languages to support capacity building whenever required.
• Ensuring that ACBAR is in dialogue with relevant stakeholders to foster the perception of its neutrality, impartiality and independent coordination within the country.
• Support the Regional Manager in networking with relevant stakeholders and represent ACBAR to various audiences.
• Support ACBAR’s departments in the field of advocacy and communications.
• Provide administrative and logistic support to advocacy and communication activities.
• Develop and maintain ACBAR’s Civil Society network in Afghanistan.
• Liaise with relevant member NGOs and local authorities with the aim of facilitating advocacy, access, and capacity building.
• Reach out to the Civil Society Organizations in the provinces to explain the role and mandate of ACBAR, with integration of strategic priorities, goals and objectives.
• Constantly provide updates on new regulations, decrees and policies.
• Perform any other task as requested by the Line Manager or Head of Engagement.

Bachelor Degree in relevant field with Minimum of 4 years of working experience and two years of relevant experience.
