About AWEC:

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Descriptions:

Position Objective: Reporting directly to the Executive Director, the M&E Manager will oversee the monitoring and evaluation (M&E) processes, ensuring effective measurement, analysis, and reporting of program performance. This role is critical for guiding strategic decision-making, optimizing resource allocation, and enhancing the impact of project outcomes. The M&E Manager will lead all M&E activities, promote capacity building within the team, and drive the strategic use of data across the organization.

Duties & Responsibilities:

  • Develop and implement a robust M&E strategy, aligning with global best practices and adapting to regional specifics.
  • Enhance guidelines for project monitoring and evaluation across all components, ensuring consistency and compliance.
  • Regularly review and adjust performance indicators; synthesize data from various sources to produce insightful program improvement reports.
  • Create comprehensive criteria and evaluation schemes to assess project outcomes, benefits, sustainability, and impact.
  • Manage M&E activities as outlined in the Annual Work Plan, emphasizing result-oriented practices and impact assessment.
  • Compile detailed progress reports for project management, highlighting challenges, bottlenecks, and actionable recommendations.
  • Lead the design and execution of evaluations, special studies, and assessments, incorporating innovative data collection and analysis methods.
  • Innovate and streamline data collection, analysis, and reporting processes to enhance efficiency and effectiveness in performance management.
  • Develop and oversee project indicators to track outputs, outcomes, and impacts; initiate program improvements and ensure optimal project execution.
  • Establish and maintain operational procedures for robust data management, advocating for technological integration and capacity enhancement in M&E functions.
  • Provide strategic input into proposal development and enhance inter-departmental and stakeholder communication.
  • Authorize terms of reference for special studies, including impact monitoring and evaluations, as necessary.
  • Oversee the preparation of quarterly and annual reports, contribute to annual work planning.
  • Perform additional responsibilities as assigned by the Executive Director, aiming to continuously improve M&E practices and contribute to organizational learning.

Job Requirements:

Qualifications:

  • Bachelor's Degree in a relevant field (e.g., Statistics, Social Sciences, Data Management)

Experience & Skills:

  • Minimum of 5 years’ experience in an M&E role within development projects or similar contexts
  • Advanced analytical skills and the ability to synthesize complex information effectively
  • Proficient in research methodologies and data collection techniques
  • Skilled in developing operational plans that align with strategic goals
  • Proven leadership ability to manage diverse teams and processes without direct supervision
  • Strong capacity-building skills to enhance the abilities of team members across various knowledge levels
  • Excellent organizational skills to manage competing priorities
  • Independent worker, able to meet tight deadlines
  • Strong interpersonal and communication skills, fluent in English, Dari, and Pashto
  • Thorough understanding of organizational policies and procedures
  • Advanced computer literacy, including database management and proficiency in MS Office and statistical analysis software
