About BRAC Afghanistan:

BRAC is a nongovernmental development organization originated in Bangladesh and currently working in 10 countries in Asia and Africa. BRAC began its operation in Afghanistan in 2002, has been implementing its development programs in education, health, citizens’ charter Afghanistan programme as well as capacity development in the country.

Job Descriptions:

• Design the Monitoring, Evaluation and Learning Framework for BRAC Afghanistan Humanitarian and development projects funded by various donors.

• Develop program quality standards for various interventions at the program and project level, in collaboration with Program and ensure implementation of these standards across the operations area.

• In line with the M&E framework and program quality standard, design all relevant tools e.g. questionnaire/format, checklist etc.

• Develop annual implementation plan for Monitoring and Evaluation and conduct regular monitoring field visits.  

• Develop data entry template using MS excel or any other suitable software and ensure quality/error free data entry using the software

• Analyze the data and generate reports

• Share reports with all relevant stakeholder and accumulate feedback to improve the program quality as required

• Follow up with project/program managers to ensure recommended action, as a finding of monitoring, is implemented and programme quality improved.

• Train staff on data collection and interview skills theoretical sessions and practical exercises in real field situation.

• Supervise data collection/interview to ensure authentic information is collected.

• Follow up to ensure implementation of recommendation from the assessment by the respective teams.

• Promote a culture of learning across the program and projects teams with particular emphasis to programme quality, policy analysis and advocacy.

• Ensure new analysis and information is constantly available. 

• Ensure that lessons learned are properly documented and are incorporated into programme implementation and design. 

• Regularly produce and report on best practices and case studies.

• Maintain an archive for all documents, reports and information and keep updating the archive in a regular fashion and ensure that all staff and appropriate stakeholder can access any information/report on demand round the year.

• Ensure that accountability to right holders/project participants becomes a core element and success indicator for all program and project activities.

• Integrate accountability to right holders/participants through supporting the establishment of feedback mechanisms and producing information materials in a way which mainstreams accountability across all programs and projects.

• Design and develop effective accountability mechanisms (tools, formats, procedures) and ensure that complaint and feedback database is updated and analyzed regularly.

• Contribute to project/programme designing through conducting need assessment, developing problem tree and solution trees, developing result framework etc. as and when needed.

• Contribute to staff capacity building in understanding theory of changes , result framework and/or logical frameworks and interventions are implemented to achieve the anticipated results

• Builds and maintains effective relationships, with their team, colleagues, partners and supporters and external stakeholders.

 

Job Requirements:

• At least 5 years progressively responsible work experience in the area of M & E in the development organizations with at least 02 years with an international organization

• Experience in monitoring and evaluating education or citizen charted projects

• Experience of high quality analytical and summative report writing skills

• Understanding of the current M&E trends and especially M&E systems in development organizations in any conflict porn context

• Experience in monitoring and evaluating education or citizen-charted projects

• Experience of high quality analytical and summative report writing skills

• Monitoring and evaluation methods, tools, techniques and processes

• Competent in undertaking quantitative data analysis using computer software, particularly SPSS, Excel, and ACCESS.

• Strong analytical skills, particularly in the context of urban and rural society is highly desirable.

• Competent in using qualitative data collection tools and technique such as PRA and participatory monitoring and evaluation (PME).

• Proven ability to document and disseminate information and prepare research reports.

• Time management and ability to priorities multiple tasks

• Able to effectively promote BRAC mission values, and objectives

• Knowledge of education, programs, Social audit, community score card

• Knowledge of participatory research methods, participation action and learning

• Knowledge of contextual diversity of various areas of Afghanistan 

• Experience of conducting issue based research, evaluation and assessment 

• Experience of organizing lesson-learning workshops and events 

• Experience in rural development work, especially in the area of evaluating social and impacts as they affect disadvantaged groups, particularly women.

• Fluency in Pashto and/or Dari in addition to English and Urdu languages will be an added advantage

• Understanding of BRAC work particularly in Bangladesh and Afghanistan

• Willing to work additional hours at crucial times
