Job Descriptions:

  1. Project Planning and Implementation:
  • Together with the Human Resource Department in Kabul,  Provincial Operations Managers (POM) or their representatives, participate in the selection process for project staff after following Afghanaid’s Staff Recruitment Procedure;
  • Provide project orientation to newly recruited  Project Officers (POs) and Social Organizers (SOs);
  • Build capacity of POs and SOs to ensure that project inputs / activities conform to the minimum standard agreed with donors.
  • Ensuring that a proper community mobilization is conducted for project  beneficiaries
  • Ensuring beneficiaries profile is properly handled.
  • Prepare monthly work plans and expense forecasts based on LFA and/or Activity Schedule approved by donor
  • Implement monthly work plans within the approved costs after ensuring that the quality of inputs/activities meet agreed minimum standards;
  • Prepare reporting formats for POs and  SOs in the provinces, receive and review daily/weekly field reports;
  • Ensure that POs and  SOs prepare and file reports for all project activities conducted /events organized on a regular basis;
  • Collect case studies and project photographs as visual evidence of outputs, outcome and impact;
  • Support PM for needs based and routine communication with donors and in regard to overall grant management;
  • Hold monthly / quarterly review meetings with project staff, PM  on the progress of the project and chalk out corrective actions if necessary
  1. Networking and  Representation
  • Maintain regular contact with key provincial departments such as MoE, MAIL, MORR and other relevant departments
  • Develop and maintain relationships with other likeminded organizations at the provincial level
  • Maintain regular contact and relationship with relevant cluster representative at the provincial level.
  1. Budget and Logistics Management
  • Prepare Supply Requests and Service Requests ensuring those are properly documented and carry the correct Accounts Code, Donor Code and Donor Budget Code;
  • Ensure correct procedures are adhered to in procurement of materials and services and each procurement process is well documented;
  • Examine all expenses incurred by the project with reference to supporting documents, coding and available budget;
  • Prepare monthly expenditure plans for scheduled activities Projects  in Ghor, Dykundi, Badakhshan and Samangan provinces and ensure that those are included in the monthly Cash Forecasts prepared by the two POMs;
  • Liaise with  PM and HO finance and the POMs in case there are cash flow problems vis-à-vis provincial project implementation;
  • Maintain clear inventory of project specific assets and consumables;
  • Ensure and certify that there is no misuse of supplies procured for external events such as training programmes, advocacy workshops, and stakeholder meetings
  1. Monitoring and Evaluation:
  • In consultation with PM and M&E Manager develop a set of indicators for input/activity quality and based on the indicators, agree on a minimum standard of quality for project inputs/activities;
  • In consultation with partner, PM and the Monitoring Evaluation Manager in Kabul, develop a set of monitoring indicators and monitoring formats for the project;
  • Agree with the PM and M&E Manager on what monitoring reports will be provided by provincial M&E on a weekly / monthly / quarterly basis;
  • In consultation with PM, develop Job Descriptions and Person Specifications for project staff;
  • Supporting M&E unit on  a mobile-phone based remote call monitoring system involving project beneficiaries and key informants and local authorities in Projects  in Ghor, Dykundi, Badakhshan and Samangan provinces,
  • Share actions taken on monitoring reports with project staff
  • Ensure that 1 – 2 success stories during every month of the project is collected
  • Document key challenges faced and lessons learnt on a quarterly basis.
  • Design and conduct periodic qualitative and quantitative surveys to measure progress against outcome and impact milestones;
  • Supporting M&E on conducting post distribution and post harvesting monitoring
  • Making sure project beneficiaries and relevant stakeholders are oriented on  Afghanaid Compliant Response Feedback Mechanism(CRFM) and AWAAZ
  1. Reporting
  • Prepare and submit monthly and quarterly  progress reports against work plan by the 10th of the following month;
  • Review monthly internal and donor narrative reports and financial reports inaccuracies, if any, to the Finance Manager and the POMs within 2 days of receipt of the monthly financial report; 
  • Prepare events and activities reports as required complete with good quality photographs and audio / video clips;
  • Assist PM in preparing quarterly / semi-annual / annual narrative reports for the donor and organization
  1. Staff Capacity Building:
  • Periodically review the performance of Project Officers and Social Organizers and identify fresh training needs in order that they are able to deliver activities of a minimum agreed quality;
  • Identify outstanding staff and recommend them for external training programmes with the aim to prepare them for the next level
  • In consultation with PM put in place succession plan for Talent Management.
  1. Learning and Knowledge Management:
  • Organize at least one meeting of the Project Officers, Social Organizers and M&E staff every quarter  to share learnings from the project;
  • In consultation with M&E  unit digitalize tools , databases , M&E reports and management response plans of the  project for archiving and indexing
  1. Risk, Security and Access  Management
  • To ensure compliance and controls environment is effectively managed by project staff and our staff are safe.
  • In consultation with PM and Security Colleagues to explore ways to resolve humanitarian access problem/issues.
  • To ensure that we have good relationship with communities to ensure that there is good humanitarian access space for smooth implementation of project 
  • To regularly report to PM and POM on safety and security issues

Job Requirements:

Education/ Training

Bachelor Degree in Development, Social Science, Governance, Agriculture or other relevant field.

Work Experience

At least 4 years of professional experience in areas of  Humanitarian and Emergency Programming
