Job Descriptions:

  1. Develop quality concepts and proposals for new projects according to the released RFP from the donor’s side with the technical cooperation of WASH/Engineering, Livelihood, Education, and other departments.
  2. Develop project quality reports to donors and other stakeholders with the cooperation of the mentioned departments.  
  3. Coordinate and supervise all emergency projects activities in CoAR target provinces and provide support and supervision to Provincial Emergency project managers/ officers.
  4. Work with the program director, program managers, and M&E manager to develop new program designs for new funding sources, as needed.
  5. Participate in relevant coordination meetings with relevant organizations, clusters, donors, and government offices for coordinated and collaborative initiatives in Kabul as well as in the provinces.
  6. Provide timely project reports and complete monthly, quarterly, and annual reports (as needed) both internally and for donors. Liaise with Monitoring and Evaluation Manager Participate in professional training and development activities, as needed and requested; help plan for, and implement, job-related training and development activities for provincial project staff, as needed. 
  7. Facilitate participatory idea sharing among the provincial team, encouraging all staff members’ input for strategic program planning and passing this information with Kabul-based program managers.
  8. Cooperate and coordinate internally with other CoAR programs and sectors like administration, HR, procurement, and finance.

 

Personnel Management

  1. Provide overall Emergency projects team supervision; identity, respond to and resolve staff complaints and performance-related issues in accordance with CoAR policies and procedures.
  2. Supervise the work of Provincial Emergency project staff. 
  3. Together with the HR/Admin sector, administer personnel policies for Emergency program staff; ensure that accurate and complete personnel records are maintained.  Submit timely personnel administration reports and documentation.

      Coordination

  1. Coordinate all field/project area activities with the program director and relevant program managers. 
  2. Coordinate with provincial emergency program staff, including Provincial project team, Provincial M & E officers. 
  3. Coordinate with other provincial Emergency project managers and/or other project staff in sharing program innovations, best practices, lessons learned, etc.
  4. Coordinate and collaborate with all stakeholders (NGOs, INGOs, ACBAR, MoEC, other Government related departments, etc.) in sharing information.

Job Requirements:

    1. Minimum of eight years’ experience working in and setting up and/or managing emergency programs, preferably with experience designing and implementing WASH, Food Security, Education in Emergency and shelters.
    2. Strong leadership skills.
    3. Experience mentoring and building staff capacity.
    4. Demonstrated budget management.
    5. Experience managing a diverse team
    6. Excellent collaboration skills with local, national, and civil society stakeholders
    7. Excellent proposal, report writing and critical thinking skills.
    8. Monitoring and evaluation skills.
    9. Strong English is required.
    10. At least bachelor's degree in the relevant field, Master's degree preferred.
