Job Descriptions:

Hospital Support program (HSP)  

  • Develops a good understanding of strategies and guidelines relevant to HSP and ICRC health program in Afghanistan.
  • Maintains a good understanding of the activities and objectives of the Sub-Delegation and Kabul delegation.
  • Works closely with the Health Delegate (HD) and Hospital Administrator (HA) to ensure that the HSP is consistent with the health strategy.
  • Conducts regular visits either with HD/HA or independently to the supported hospitals for follow up and monitoring on the HSP implementation. To ensure:
  • Patients have access to free care and essential medicines.
  • There is a rational use of medicines and consumables in the supported hospitals.
  • Hospital basic operations/services like patient’s food, ambulance services and referrals systems are ensured according to ICRC support.
  • In collaboration with HD/HA participates in internal and external meetings with health authorities and national/ international NGOs.  
  • Elaborate field trip reports for all field visits and submit to HA/HD and Head of Sub-delegation.
  • Participates in the evaluation of the impact of the HSP and makes written recommendations.
  • Understands the health context in AoR and health activities of other actors.
  • Reports any concerns related to the different aspects of the program to the HD/HA.
  • Assists the HD/HA in monitoring the HSP, providing accurate translations with interlocutors.
  • Briefs interlocutors on ICRC activities.
  • Provide weekly, monthly and quarterly monitoring report to the SD and HD/HA.
  • Other duties and responsibilities as assigned by the Hospital administrator or Health Delegate  
  • According to operational needs, the Health Field Officer collaborates with HD in the implementation and follow up on other health programs.

Job Requirements:

  • Degree in medicine or nursing.
  • Qualifications in public health or health management a strong asset.
  • Fluent written and spoken command of the local working language as well as French and/or English.
  • Licence to practice in his/her own country.
  • 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector.
  • Good connections with local health authorities or groups of interest for the ICRC.
  • Excellent knowledge of the assigned geographic area.
