Background

BBC Media Action Afghanistan is delivering projects on empowering local media, journalists and aid workers learn how to undertake effective communications to reach and engage with local communities. 

Job Descriptions:

Overall Purpose:

To co-ordinate and support the day to day operations of the BBC Media Action Explosive Ordnance Risk Education EORE in Afghanistan. He/She will be monitoring progress towards project deliverables and working with the Senior Project Manager and other colleagues across the office to identify and resolve issues connected to project’s deliverables on time, on budget and to high quality. The position is based in Kabul and may  involve travel within Afghanistan.

The Project Manager will also own the overall project workplan and ensure activities are on track and as per agreed budget as well as regularly compile internal and donor reports. The post holder will work closely with the Senior Project Manager and colleagues based in BBC Media Action London headquarters and country offices, to ensure necessary resources needed to deliver the project are lined up and financial and donor compliance procedures are adhered to.

The Project Manager will represent Media Action in-country to key stakeholders and will ensure effective relationships and partnerships with a wide range of partners including the humanitarian clusters, broadcasters, NGOs, INGOs, CSOs, the government, and others, in relation to BBC Media Action EORE activities in Afghanistan.

Main Duties & responsibilities:

  1. Manage and monitor the delivery of project activities in Afghanistan, ensuring that deliverables are on track, on time and remain in line with BBC editorial standards and values, and BBC Media Action’s best practice.
  2. Represent BBC Media Action at, and co-ordinate with humanitarian clusters.
  3. Provide expert support and advice to the project in the area of EORE.
  4. Set up robust systems to review project outputs and ensure progress and quality;
  5. Negotiate and mediate if conflicting views/priorities arise within the project, working through these to reach a satisfactory conclusion;
  6. Participate in the design and coordination of monitoring and evaluation and conduct regular feedback sessions, adjusting project delivery as necessary upon approval
  7. Work with finance colleagues to manage project budgets, exercising a degree of judgment to ensure that financial targets are met.
  8. Write, compile and edit monthly, quarterly and annual reports and other documents needed to meet the deliverable and reporting commitments for the donors.
  9. Provide business development support to the BBC Media Action Afghanistan team, including identifying and securing co-funding for existing projects and identifying new funding opportunities, and writing project concept notes and proposals in response to tenders;
  10. Contribute to the development and implementation of BBC Media Action’s humanitarian strategy for Afghanistan, including contributing to programme development activities and working with colleagues outside the direct project focus area, as required.

Job Requirements:

Skills, knowledge and experience requirements:

  1. At least 5 years’ experience of managing projects preferably with experience in managing a SBCC or EORE project.
  2. Recent experience of medium to large project management in Afghanistan with an I/NGO.
  1. Knowledge of social and behaviour change communication (SBCC) concepts and techniques (experience of having delivered SBCC projects in the past is highly desirable)
  2. Experience of overseeing a team of local staff at a level which demonstrates experience in developing and leading on systems and processes. 
  3. Strong financial management skills, with proven experience managing a large budget, including forecasting of budgets and accurate and timely financial reporting.  
  4. Ability to work on own initiative and organise time effectively within a range of often conflicting deadlines. 
  5. The ability to forge and maintain strong working relations quickly and gain the trust of humanitarian actors, media house managers, editors, participating NGOs/CSOs, and government officials.
  6. Previous experience of all aspects of project design and development, including project research, log frames, budgets, etc.
  7. Strong interpersonal and communication skills
  8. Demonstrable creative ability, with a proven track-record in project design development and implementation.
  9. Willingness and desire to share expertise internally to support other emergency activities (e.g. WASH and GBV/Protection)
  10. Excellent written and spoken English
  11. Fluent in spoken and written Pashto and/or Dari

Desirable:

d)   Proven experience of working on media, development, or EORE projects is highly desirable
