The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. Job Descriptions:

Scope of work:

HR officer (Database and Contract Management) is part of the RMO HR team reporting to the HR Manager. The incumbent maintains up-to-date staff information in personal files and database for all staff in Regional Management Office (RMO).

Ensure that all changes regarding staff (contract change, promotion, demotion, transfer, etc) are updated (both in hard and soft) and report to the relevant unit in a timely manner. Prepare contracts for the new joiners.

Main Responsibilities:

  • Maintain staff personal files both in hard and soft records properly as per personnel file checklist and include the following:
  • CV, job description, code of conduct, contracts, personal data, bank details, recruitment documents, education documents, TIN, and Database entry form.
  • Update the personnel files with new Changes in contracts and salaries.
  • Issuance of the SCA ID cards to the staff and keeping the record of it.
  • Facilitate and give letters to the newly hired staff for getting a work permit.
  • Responsible to manage HRIS for the region
  • Timely update of HRIS system based on the requirement of the system
  • Tracking of all trial periods (probation periods) of newly recruited staff members.
  • Maintain communication with KMO on personnel file shortfalls/missing documents.
  • Tracking employees who are due for retirement (age of 65) to notify his/her line manager and his/her department at the beginning of the first quarter of each year.
  • Preparation of working certificates for staff up on their departure from SCA and keeping the copy of that in the respective staff member personnel file
  • Update the Database based on new approved/revised salary scales.
  • Support the HR Manager in staff audits and provide relevant information to other departments as needed.
  • Comply with and promote the SCA Code of Conduct and all other SCA policies such as policies for safety and against fraud and harassment.
  • Conduct any other task(s) within the field of competency assigned by the supervisor.
  • Follow up on Staff daily attendances and generate the monthly attendance report.
  • Keep updating, HR Manager, on staff issues and prepare the first draft report for the HR Manager.
  • Tracking Staff Annual leaves, Special leaves, and Attendance.

Job Requirements:

Qualifications & Requirements:

  • Bachelor’s degree from recognized college or university in Economics, Business Administration, computer Science or any other related professional field.
  • At least 2-3 years’ experience, especially in an international NGO or similar organization in the field of Human Resources.
  • Computer skills including MS Office package.
  • Familiarity with HRMIS and related applications. 
  • Honest, initiative-taking, and well-mannered.
  • Fluency in English, Dari, and Pashto, both written and spoken
  • Interpersonal and communication skills
  • Understanding of Afghanistan labor law
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to the SCA environment
