OHPM selected by the UNICEF and WHO and is responsible to delivering the SEHATMANDI BPHS&EPHS in KapisaPaktika and Helmand provinces and implementing other vertical projects in Khost, Parwan, Panjshir and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.

Job Descriptions:

Scope of work:

The RMNCAH Officer will be provide reliable, accurate and timely information and reports for planning and decision making purposes and responsible for the effective coordination of RMNCAH (Reproductive, Maternal, Newborn, Adolescent  and Child Health) to the OHPM main office & provincial team for implementation of BPHS/EPHS and other supporting/vertical projects relevant activities in the targeted provinces to assess quality of reported data on RMNCAH services and provide feedback in monthly, quarterly and annually as well as will provide support to the planning, implementation, coordination and monitoring of RMNCAH programs and attending coordination meetings when required.

Responsibilities:

  • Supervisor that OHPM RMNCAH activities are according with MoPH reproductive Health policies and procedures.
  • Facilitate development of a plan to regularly supervise the provinces & health facilities and communities providing maternal/new-born care services & provide on the job training to the staff.
  • Ensure that quality services for ANC, PNC, delivery care and family planning are provided in the health facilities and communities
  • To assist the provincial RH Officers in developing action plane for implementation of the RMNCAH related activities on monthly and quarterly basis.
  • To plan, coordinate, and conduct specific training for the provincial RH Officers and HFs staff on RMNCAH related activities.
  • To ensure that the implementation of RMNCAH outreach activities are organized through the midwifes and MDs.
  • To compile and analyse the RMNCAH activities reports from the provincial RH Officers and give proper feedback.
  • Report on the issue related to RMNCAH intervention to Deputy Program Director on regular basis.
  • Submit monthly narrative report to line manager.
  • Attend RH committee meeting at MoPH level and represent OHPM activities related to RMNCAH.
  • Develop monthly, Quarterly and annual operation plans.
  • Coordinate RH activities with MoPH and partners concerned department/staff and represent OHPM in related taskforce and other technical and coordination forums.
  • Provide RH guideline of MoPH for all activities.
  • Supportive Health facilities staff and community network to identify challenges and tack action to achieve expected results for the wellbeing of women and children.
  • Develop plan for supervision and conduct supervisor visits using standard checklist and make sure all component of MCH and RH are providing in an integrated manner.
  • Organize and conduct monitoring/supervisor visits using standard tools, documents and analyse monitoring and supervision finding/activities and provide regular feedback and follow-up visits.
  • Develop and propose capacity building plan.
  • Ensure all health facilities are properly staffed and equipped.
  • Ensure all health facilities are supplied with enough drugs, contraceptive, devilry kites and other supplies.
  • Establish relation with midwifery school and encourage graduated community midwifes to join OHPM supported health facilities.
  • Collect monthly activities report and monitor progress toward achievement of stated targets according to the experiences got from the centres to the others facilities.
  • Follow OHPMs established policy, procedures and objective: continuous quality improvement initiative works/Performance.
  • Support health facilities and community network to establish effective system for referral of sever and complicated cases.
  • Performing any other relevant duties as may be assigned from time to time.

Job Requirements:

  • Afghan National
  • Graduated from recognized university as a Medical Doctor, preference will be given to the candidates with Master of Public Health (MPH) degree
  • At least 4 Years’ work experience in managerial capacity with government or Non-government organization, UN Agencies or other development organizations as midwife supervisor or MCH officer
  • Excellent written and verbal communication skills in English language and fluent in local languages;
  • Be able to travel to the provinces including Health Facilities
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, Word, PowerPoint
