About Agency for Rehibilitation & Energy conservation in Afghanistan (AREA):
AREA has been established in December 1993 as the continuation of the GTZ DESP Project, AREA is a non-governmental, non-political, not-profitable,
and developmental organization.   Mine Action Program is an integral part of AREA’s initiatives. Based on the need assessment of clearing explosive  
contaminated areas for conducting development projects, AREA’s mine action program has the duty of ensuring cleared and safe lands for 
implementation of development projects which will be executed by other functional departments of the AREA. The variety of the “Integrated  
Community Development Programs” gives AREA another value and good chance to conduct Community Based Mine Action Program and integrate CB 
demining into the developmental programs. Based on this concept, AREA always assists and responds to the communities’ requests on “what they  
want to have on their cleared lands”. AREA demining program was established in 1995 and is sufficiently experienced in mobilizing communities to 
handle clearance operations of explosive ordnance by themselves. AREA is the founder and initiator of the Community Based Mine Clearance Program  
in Afghanistan. AREA has a highly organized management system consisting of Operations, QM & Training, Program, Admin/HR, Finance, Logistics, IT,
and Transport sections. 

Job Descriptions:

Major Duties and Responsibilities:

The site officer who will work under the direct supervision of the Mine Action Director through operations manager/senior operation officer and under the overall supervision of Managing Director is responsible for the following assigned tasks:

  • Ensuring that all resources of the project are employed to the maximum effectiveness and efficiently.
  • Control the daily attendance of the project field staff (site office and field operations teams).
  • Ensuring that all aspects of quality of mine action operations are being carried out.
  • Assist area operation manager/project manager in preparation of monthly, quarterly and annual operational plans.
  • Conduct quality check of field operations reports before and after the data entry.
  • Preparation of reports and statistics.
  • Maintenance and control of task orders and briefing the details to the teams and carry out debriefing on the collected data.
  • Provide technical advice needed by field operators
  • Ensuring that the mine action activities/field operations are carried out according to AREA SOP and respective AMASs.
  • Conduct QC of the teams cleared areas based on the already prepared plan.
  • Shall ensure that, the Site Operations plan is being adhered and implemented as required/in accordance with the Quality Procedures.
  • Conduct field assessment and provide inputs for any new project proposal where needed.
  • In consultation with the Operations manager/project manager, responsible for required coordination with all stakeholders on field level including DMAC respective regional office.
  • Any other Tasks given by the Senior Operation Manager and Mine Action Program Director.

Job Requirements:

Qualification and Experience:

• Bachelor degree with five years progressively experience or high school diploma with seven years of experience in mine action operations. Out of which two years’ experience should be in managerial level.

Understanding of Afghanistan Mine Action Standard (AMAS) and AREA mine action SOPs.

• Sound communication (spoken and written) skills, including the ability to effectively prepare reports and mine action related documents in a clear and concise style

• Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity

• Ability to organize, plan and implement work assignments under pressure of frequent and tight deadlines

• Demining related survey and clearance courses are required.

• EOD courses (level 2) is desired.
