About Agency for Rehibilitation & Energy conservation in Afghanistan (AREA):
AREA has been established in December 1993 as the continuation of the GTZ DESP Project, AREA is a non-governmental, non-political, not-profitable,
and developmental organization.   Mine Action Program is an integral part of AREA’s initiatives. Based on the need assessment of clearing explosive  
contaminated areas for conducting development projects, AREA’s mine action program has the duty of ensuring cleared and safe lands for 
implementation of development projects which will be executed by other functional departments of the AREA. The variety of the “Integrated  
Community Development Programs” gives AREA another value and good chance to conduct Community Based Mine Action Program and integrate CB 
demining into the developmental programs. Based on this concept, AREA always assists and responds to the communities’ requests on “what they  
want to have on their cleared lands”. AREA demining program was established in 1995 and is sufficiently experienced in mobilizing communities to 
handle clearance operations of explosive ordnance by themselves. AREA is the founder and initiator of the Community Based Mine Clearance Program  
in Afghanistan. AREA has a highly organized management system consisting of Operations, QM & Training, Program, Admin/HR, Finance, Logistics, IT,
and Transport sections.

Job Descriptions:

The QM Senior officer who will work under the overall supervision of Managing Director and under the direct supervision of the mine action director is responsible for the following assigned tasks:

  • Manage quality related issues through using the quality circle framework
  • Oversee the monitoring process conducted by QM staff in their areas of responsibility.
  • Shall ensure implementation and maintenance of the QA/QC processes at field level;
  • Monitor the implementation of Afghan Mine Action Standards (AMAS) and AREA SOPs in the field.
  • Conduct QA/QC of projects site based on the already set plan. 
  • Participate in BOI and investigation of accidents as required;
  • Process the investigation reports and provide technical recommendations for prevention of accidents.
  • Draft technical reports as required;
  • Ensure that monthly statistics are provided to the Operation department for taking required actions and improvement in due course. As well as provides lessons learnt where needed.
  • Review and verify QM monthly reports and provide them to DMAC/LO.
  • Shall follow and provide feedback to the external QM reports (NCRs)
  • Collaborate closely with the project QM team members in the operations field.
  • Monitoring and take participation in the training of team’s personnel.
  • Providing training plan and reporting.
  • Responsible for coordinating QM related issues with DMAC and the MAPA
  • Provide QM training to the project QM and operations teams.
  • Collaboratively work with operations department in developing new SOPs or further improving the available SOPs based on AMASs.
  • Coach, train, supervise and monitor direct-report staff, including communicating clear expectations, setting performance objectives.
  • Preparing and verifying of the QM monthly, quarterly and yearly plans.
  • Provide technical inputs related to Quality Management for developing mine action Proposals.                                                                   
  • Participate in related internal and external meetings,
  • Assure that all required MA training packages are according to SOP/AMAS.
  • Carry out any additional task as required by the director/AREA.

Job Requirements:

Qualification and Experience:

• Bachelor degree with five years progressively experience in mine action operations from which two years shall worked in quality management related activities.

• Understanding of Afghanistan Mine Action Standard (AMAS) and organization SOPs.

• Sound communication (spoken and written) skills, including the ability to effectively prepare reports   • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity

• Ability to organize, plan and implement work assignments under pressure of frequent and tight deadlines

• Sound analytical and problem-solving skills and ability to handle complex situation

• Demining related QM, survey and clearance courses are required.

• EOD courses (level 3) and AIM courses are desirable and added value.

• Knowledge of computers including Word, Excel and Power point is required.

• Fluent in English and local languages (oral and written) are required.
