DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training) is an NGO established in Afghanistan by the Danish People’s Aid (DPA) in 2003.

The organization is specialized in construction and has built more than 200 schools, clinics and other buildings in Afghanistan, but is also engaged in humanitarian activities, such as construction of wells for drought-hit families and distribution of non-food items and emergency cash to people in need. Activities are funded by AHF and Danish humanitarian funds. DAARTT is a member of ACBAR and of the Shelter and NFI, WASH and education clusters

The overall objective of the project is to alleviate the immediate humanitarian needs of conflict and natural disaster affected populations in Kohistan district of Faryab Province through cash assistance for shelter repair and transitional shelter.

DAARTT will provide assistance for activities like shelter minor repair, shelter major repair and construction of translational shelter in Chashma-e Sangin, Qodoghak, Qozat and Mollah Raofi villages of Kohistan district.


Main components of the project are: 

1- Provision of Cash assistance for Repair or upgrade of existing shelters that are in poor conditions need minor repair and major repair.

2- Support to construct transitional and permanent shelters.

Key Job Responsibilities

The Site Engineer will perform the following functions.

  • Led the efficient implementation of shelter project according to the project plan with technical support and guidance from head engineers in HQ.
  • Ensure adherence with DAARTT policies, tools, handbooks, and guidelines.
  • Led and conduct the survey in the target locations according to the work plan and procedures.
  • Identify quality building materials and how to use them properly for the beneficiaries.
  • Prepare work plan according to the project criteria efficiently.
  • Regular monitor shelter construction activities within the agreed time-frame and produce reports on weekly and monthly bases.
  • Manage and control the use of available funds in accordance with the work instructions and maintenance of the necessary equipment.
  • Provide useful suggestions for appropriate changes in the work service system while doing work to the headquarters for a formal approval.
  • Prepare and produce progress reports of the project in terms of quantity and quality and submit to the head office.
  • Maintain coordination between work units (headquarters, and relevant departments).
  • Identify needs and problems in project site during implementing and share them with the head office as soon as possible to solve problems.
  • Conduct technical awareness before the start of the project for the beneficiaries.
  • Identify the beneficiaries who do not do their work according to the procedure of project and notify to the head office as soon as possible.
  • Collaborate with the project manager and other officials to set and formulate project objectives.
  • Ensure eligible families selected for shelter assistance according to established selection criteria for shelter repair (Major and Minor) and transitional shelter.
  • Ensure the cash has been distributed to the targeted beneficiaries for shelter construction, upgrading and repairing transparently according to the progress of work and procedures.
  • Ensure shelter Tool-kits has been distributed to the targeted beneficiaries.
  • Ensure the cash has been distributed with in cooperation of the representative of relevant department and providing satisfaction to beneficiaries by obtaining documents prepared by the relevant department.
  • Ensure the construction training has been conducted to targeted beneficiaries.
  • Ensure all shelter program data are accurately collected and documented.
  • Desk study of relevant shelter documents.
  • Ensure to maximize community participation and conduct meeting with community/ or village elders, Malaks, local authority and other stakeholders at district and field level.
  • Participate in DAARTT staff seminars and training, when scheduled.
  • Provide an enabling environment for the implementation of cash-based interventions.
  • Any other tasks as assigned by the immediate superior (Site Engineer).

Job Requirements:

Qualifications Required:

Applicants must have:

  • Minimum University Degree in Civil engineering, with more than 5 years’ experience in Shelter and relevant field.
  • Experience with field-level coordination with UN organizations, INGOs, Donors and authorities.
  • Experience from working within technical expertise area in a humanitarian/ recovery context.
  • Previous experience from working in complex context.
  • Knowledge of cash-based interventions and market-based programmes.
  • Experience and understand the shelter standards.
  • Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs.
  • Excellent communication skills.
  • Fluency in English and local language Dari/Pashtu.
  • Ability to act on initiative, identify opportunities & proactive in putting forward ideas & solutions.
  • Nationality of Afghanistan.
