The Womanity Foundation (WF) is a nonpolitical and nonprofit organization based in Geneva, Switzerland and registered in the United Kingdom as well as with ministry of Economy in Afghanistan. Inspired by the UN Millennium Development Goals no. 3 and no. 5, Womanity aims to provide good quality education to girls in Afghanistan to offer them better academic and career opportunities and give them the opportunity to positively contribute in the society.

 

According to the strategy of Womanity and collaboration with the Ministry of Education MOE, Womanity refined what it would like to be its unique value added in Afghanistan and reformulated the scope and reach of the program advancing girls education in Afghanistan. The foundation launched in 2011 the program “School in a Box: Advancing Girls’ Education in Afghanistan” and considering the needs of technology in the country, Womanity added a program named GCC to focus on the vocational training opportunities for the girls in grade 10 to 12 in the impact schools.

 

During year 2022 Womanity Foundation, conducts Coding and Web Development Classes to Computer Institute of (TVET) on the subject of cooperation with Institute on enhancing capacity of female students of institute – provide support of career opportunities to students – Capacity building of Institute Trainers and equipping institute computer labs of institute.

Job Descriptions:

The Womanity Foundation Afghanistan requires to hire a strong professional to carry out Administrative, financial, and Human resources duties.

Candidates who apply for this position must have:

-           Minimum five years of experience in relevant positions

-           Relevant academic qualifications (at least a bachelor degree)

-           Excellent knowledge of the NGOs law and practices in Afghanistan

-           Excellent skills in written and oral English

The individual selected for this position will:

•          Provide all administrative services to organization.

•         Lead the finance office, from collecting bills and payments to taking decisions on budgeting and reporting to ministries.

•          Lead Staffing and all other Human Resourcing duties in the organization.

Womanity is looking for a very honest, trustworthy, supportive, and competent individual to carry out all the required tasks on time and in collaboration with Headquarters (HQ) and Womanity Afghanistan (WA) Program Director.

The role is full time, and the duty station is Kabul.

Salary in line with Womanity’s policies.

Female candidates are preferred as the role will need to liaise with female staff and trainers and sometimes students

Job Requirements:

Finance Section:

  • Prepare annual and monthly budget with the guidance of the WA Program Director and HQ.
  • Tracking of transfers from HQ and ensure the correct distribution of them in accordance with the program budget and the deliverables.
  • Dealing with all banking and non-banking transactions (withdrawals, check books, bank statements, transfers to contractors, cash payments, transactions tracking etc.) including transactions in Western Union or other mechanisms if transfers via bank remain an obstacle.
  • Paying the project staff as per project needs related to their functions, doing clearance with them after receiving the complete vouchers and supporting documents.
  • Maintaining the petty cash book up to date (kitchen needs, generator fuel, electricity)
  • Entering all the vouchers in the Cashbook; keeping documentation of all the vouchers with the supporting documents (receipts, vouchers, bills, approval signatures, verification signatures). Putting the cash book details on each voucher separately after HQ approval for the cash book (serial numbers, Description, Project, Funding contracts, Funding lines)
  • Preparing the Financial reports.
  • Making payments for kitchen needs, daily food expenditure, generator fuel, electricity, gas for heaters, gas for kitchen stove and other minor administrative needs.
  • Preparing the payroll for Womanity’s staff in Afghanistan
  • Collecting the teachers’ attendance of all classes (Coding, Computer and English) trainers and assistant trainers for calculating their payments. Then preparing the Payroll for English, Computer and Coding Trainers.
  • Making payments to contractors, drivers, apartment owner in accordance with their contracts.
  • Preparing the annual budget.
  • Dealing with the tax payment in accordance with Afghan laws and processes.
  • Preparing the Ministry of Economy Report every six months: online and hard copy submissions as per their regulations.
  • Preparing the Ministry of Finance annual report and finalizing the clearance process with all departments in MOF.
  • Dealing with annual audit, preparing different formats as per their requirements, Printing and copying of data asked, answering their questions, and presenting any documents they asked for.
  • Analyze and discuss with the local team the financial challenges of the program and propose necessary adjustments to be discussed with the HQ.
  • Each Quarter reviewing all soft and hard accounting system files to be in order (serial number and exact slips and invoice).
  • Completing the TIN Procedure for all Womanity Team Members. Distribution of TIN forms to staff (project/employees), Collection of filled forms and then submitting to MTO for taking the TIN, finally receiving the TIN number for staff.
  • Dealing with MOLSA in taking work permit to staff and HR Policies approval and dealing with them.
  • Each Quarter reporting to MOE as per new rules.
  • Attending different meetings in ACABR relevant to Finance/HR or Admin.
  • Direct Supervision of Logistic Officer of Womanity. His Orientation and support him when needed.
  • Preparing a monthly financial report for HQ
  • Supervise the junior finance officer.

Administrative and Human resources Section:

  • Preparing contracts for new and existing employees.
  • Preparation, Distribution of ID Cards for staff.
  • Preparing the advertisements for recruiting the staff, communicating with universities for introduction of qualified graduated students.
  • Collecting, recording the CVs received for the positions advertised. Analyzing and long-listing and short-listing of these CVs with support of WA program director.
  • Arranging the interviews both written and oral (preparing the interview questionnaire, fixing the interview timing, arrangement of the interview process). Analyzing the interview results, preparing the soft and hard documentations.
  • Preparing the offer letters, contacting candidates, checking the reference checks, drafting the contracts, calculating the tax and other benefits. Collecting all the candidate data (NID, Educational documents, commitments).
  • Drafting the contract of implementing partners and budgeting their expenditure.
  • Preparing the personal folder, updating the HR folders, and recording all the documents soft and hard.
  • Tracking the annual leave, sick leave, or urgent Leaves of staff.
  • Supervise the implementation of HR policies and code of conduct
  • Mediate in case of conflict among team members in agreement with HQ and Womanity Afghanistan program director
  • Coordinate and supervise the junior HR officer
  • Tracking the inventory system of office with logistic officer support, arrangement of serial numbers and depreciations.
  • Keeping up to date the filing system of office, preparing the new dossiers, for project staff and HR/admin/Finance needs. Printing different formats for project/finance and admin, hard documentation needs.
  • Preparing the monthly payroll for Staff.
  • Preparing the attendance sheets and staff time in/out details on monthly bases, in addition with preparing the timesheets and collecting other staff’s time sheets on monthly bases. Tracking timesheets with annual leaves.
  • Provision of notice letters, encouragement letters and employment certificates for the staff, when needed. Recording of all the letters issued and resignations received.
  • Tracking and documenting all the individuals and companies’ contracts (hard and soft)
  • Working on Generator Logbook and its tracking.
  • Conducting different meetings with staff for better implementation of HR Rules and Regulations
  • Conducting meetings with staff for conflict resolutions.
  • Meetings with Drivers, Cook for better improvements.
  • Any other tasks requested by the program staff in terms of program support.
  • Acting as a focal point with different sectors like MoEco, MOF, AIB and ACBAR.
  • Tracking cook/cleaner for economic and good quality purchases, improvement in Hygiene of office environment.

The Candidate must have the following capabilities:

  • Bachelor in Business Administration/ Bachelor in Economics/ Bachelor in Finance
  • Fluency in English Language
  • Excellent Time Management skills
  • Excellent communication skills
  • Ability to completely work in Microsoft Office Programs
