About Organization for People’s Health in Action (OPHA):

The Organization for People’s Health in Action (OPHA) is an independent, non-governmental, non-political and non-profit organization dedicated to the development of Afghanistan. OPHA focuses on implementing projects in healthcare, community development, capacity building, and the empowerment of women and youth.

OPHA was established in October 2017, and is officially registered with the Ministry of Economy. The organization is currently delivering essential healthcare services in Laghman & Paktika provinces.

Job Descriptions:

I-General Responsibilities:

To ensure the project is implemented according to the plan and provide a quality health service to the community.

II-Specific Duties:

  • To Monitor & evaluate the implementation of the projects by using a compressive and effective Monitoring & Evaluation System.
  • To develop annual work plans for OPHA Monitoring & Evaluation unit.
  • To monitor & evaluate the project work plan and their achievements, compare the progress with expected results.
  • To supervise monitoring & evaluation process of the projects and ensure quality and timely periodic production of M & E information products in line with requirements.
  • To provide supportive and comprehensive feedbacks to the projects, related staff.
  • To represent OPHA at all PHC M&E forums as well as coordination meeting
  • Lead the verification supervisors/Monitor to implement the performance evaluation/verification from all HFs and individual health workers on regular basis.
  • Increases the performance management and capacity of the HFs in order to ensure, project goals are effectively and efficiently met.
  • Enhance the health facilities capacity to evaluate and improve the health services, use of resources, and bring required changes for improvement

III Specific Job Responsibilities:

  • To coordinate Health Management related activities for the technical and non-technical staff of OPHA, and other representatives in partner NGOs and other Civil Society Organization.
  • Effective coaching field monitoring teams on their duties and responsibilities for improving the quality of services and introducing the unique system for M&E projects.
  • Establishing effective working relationship with the local & International counterparts.
  • Ensure review of monthly performance reports of HFs and staff conducted on monthly base and verification results with rating updating for provincial and HQ approval.
  • Ensures needed data is collected on a timely basis, regular reports on progress are distributed, and makes recommendations for future improvements based on the data.
  • Participates in a HF and provincial performance management and review meetings, share best practices, tools and materials to facilitate the process for defined results.
  • Develop detailed work plans, budgets, and activity schedules for nutrition components.
  • Ensure integration of nutrition services into broader health programming.

Working Conditions

  • Based in Kabul with frequent travel to health facilities across provinces
  • Must adhere to OPHA’s safeguarding, confidentiality, and safety protocols

  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.

Job Requirements:

Qualification Required:

  • Afghan national
  • Medical degree (MD) attested by the Ministry of Higher Education (MoHE) and Exit Exam Passed
  • Fluent in English and local languages.
  • Familiarity with Nangarhar & Laghman provinces and related region highly preferred
  • Travel to the pre-defined provinces and its districts of is must

WORK EXPERIENCE:

  • At least three years of experience in monitoring & evaluation within non-governmental health organizations.

SKILLS:

  • Excellent knowledge of the English language (verbal and written)
  • Excellent interpersonal skills
  • Good communication and presentation skill.
  • Having proper leadership skills
  • Proactive approach to solving issues.
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, World
