Afghanistan Relief and Sustainable Development Organization-ARSDO was founded and registered with the Ministry of Economy Afghanistan in 2017 under registration number 4190. ARSDO is one of the local Non-Profit Development Organizations in Afghanistan, with deep trenched and far-reaching social interventions in the region. ARSDO is implementing community development and empowerment programs at the grass root level and to connect it at policy level. The organization adopted three pronged strategies to reach towards its destination 1) Organizing communities around issues and challenges and strengthen grass roots community institution with the philosophy of inclusion the vulnerable including women and children 2) Increased knowledge and capacities of local communities including women and children on issues and made them able to take Co Implementing partner and contribute in addressing the existing and emerging issues and challenges proactively 3) Advocacy on issues and laws (improved justice and recommendations on new laws and strategies to combat social, economic and rights based evil practices at all levels).
ARSDO is implementing programs and projects i.e., Education, Health, Economic empowerment, humanitarian response, GBV, and construction with the main approach and strategy of advocacy and service delivery.

Job Descriptions:

Provide specialist pediatric clinical care, leadership and clinical management for child and newborn services at DoAbb or Kamdesh District Hospital consistent with the BPHS and the Essential Package of Hospital Services. This includes emergency and inpatient pediatric care, outpatient child health clinics, newborn care, immunization support, clinical mentorship for staff, referral management, record keeping and contributing to quality improvement and public health reporting. 

Job Requirements:

Responsibilities:

  1. Provide evidence-based outpatient and inpatient pediatric clinical services for neonates, infants, children and adolescents according to MoPH NSTGs/IMNCI and hospital protocols.
  2. Triage, evaluate and manage pediatric emergencies (severe pneumonia, dehydration, neonatal sepsis, severe malnutrition, severe malaria, trauma), initiate stabilization and definitive care; perform life-saving procedures within scope.
  3. Manage daily pediatric and neonatal ward rounds; ensure appropriate diagnosis, treatment plans, documentation, discharge summaries and follow-up.
  4. Supervise and manage neonatal care (High Impact Value Added/HIVA, KMC, feeding support, resuscitation at birth where applicable) and coordinate with maternity services to ensure “mother and baby friendly” practices. 
  5. Ensure rational prescribing and use of essential pediatric medicines, oxygen therapy and basic supportive care; request and supervise appropriate investigations.
  6. Provide outpatient child health clinics (IMNCI approach), well-child and growth monitoring services, and counsel caregivers on feeding, immunization and danger signs. 
  7. Provide on-the-job clinical mentorship and regular continuing medical education (CMEs) for medical officers, nurses and midwives on pediatric topics, IMNCI, neonatal resuscitation, emergency pediatric care and NSTG adherence. 
  8. Participate in and lead morbidity/mortality reviews and case discussions to improve care quality.
  9. Support implementation of infection prevention and control (IPC) measures in pediatric units.
  10. Ensure clinical protocols, standard operating procedures (SOPs) and MoPH guidelines are available and followed in pediatric services (BPHS & EPHS). 
  11. Monitor quality indicators (case fatality rates, referral appropriateness, antibiotic usage, immunization coverage in catchment).
  12. Maintain accurate medical records, registers and ensure proper reporting of pediatric indicators to HMIS, PPHD/HMIS.
  13. Manage referrals to higher-level facilities; ensure timely stabilization, documentation and safe transport/ambulance plans for complicated pediatric cases.
  14. Coordinate with BPHS community health workers, outreach teams and EPI (immunization) staff to strengthen continuum of care for children.
  15. Participate in hospital management meetings, health shura/community meetings as required by MoPH/BPHS facility shura.
  16. Support periodic stock reviews of pediatric essential medicines and equipment lists; report gaps.
  17. Adhere to MoPH, UNICEF and ARSDO ethical standards, confidentiality, patient rights, and occupational safety requirements.

Qualifications & experience required:

  1. Medical degree (MD) with a specialist qualification in Pediatrics (Postgraduate diploma, MSc/MD in Pediatrics or equivalent recognized by MoPH/HR).
  2. Registration with Afghan Medical Counsel or MoPH as pediatrician.
  3. 5 years clinical experience in pediatric inpatient care; experience in provincial or district hospital settings preferred.
  4. Experience delivering neonatal care (KMC, HIVA and neonatal resuscitation), severe acute malnutrition management, and emergency pediatric care.
  5. Experience supervising/mentoring junior clinicians and nurses.
  6. Dari and/or Pashto and English (useful for reporting and coordination).

Skills:

  1. Strong clinical reasoning, emergency stabilization skills and pediatric procedural competence.
  2. Familiarity with IMNCI, neonatal care and national treatment guidelines. 
  3. Leadership and mentoring skills; ability to teach and supervise staff.
  4. Good record-keeping, reporting and basic computer skills (MS Word/Excel).
  5. Cultural sensitivity, teamwork, resilience under pressure, and willingness to work in remote settings.

Ethical responsibilities:

  1. Provide services in accordance with MoPH/NSTG/BPHS standards and applicable humanitarian principles, and maintain patient confidentiality and informed consent. 
  2. Familiarity with gender issue and PSEA/SH and CoC of UNICEF and Gove of Afghanistan.
